The Prince George's County Department of Health is currently seeking qualified applicants to fill a Charge Nurse - Lactation/Nutrition Consultant ( Community Health Nurse 3A) grade A24 position, in the Family Health Services Division (WIC Program) . About the Position This is advanced senior/lead-level professional nursing work performed to address the health care needs of target populations (e.g., infants, youth, adults, and seniors) through the nursing process of assessment, planning, implementation, and evaluation. The position serves as a Charge Nurse within the Women, Infants, and Children (WIC) Program and requires a Registered Nurse with formal training in nutrition science and current certification as an International Board-Certified Lactation Consultant (IBCLC). The position provides a variety of professional nursing and health care services to clients, patients, families, and groups from diverse cultural backgrounds. These services are designed to promote health and wellness and prevent disease and disability. This position is considered essential. At this level, the position is generally responsible for implementing and managing work within an assigned program area. The role may function in one (1) of three (3) capacities: (1) as an advanced senior nurse with extensive experience and specialized training providing advanced direct nursing services to a specific target population (e.g., pregnant adolescents, premature infants, older adults, etc.); (2) as a clinic charge nurse responsible for the daily on-site management of public health clinics or facilities; or (3) as an assistant supervisor providing direct support to higher-level community health management staff through the supervision and training of lower-level personnel and the coordination of special projects. The position requires frequent interaction with nursing, medical, and social services professionals to coordinate and deliver comprehensive health and nursing care programs and services to the public. Work is performed in a variety of community settings, including homes, clinics, schools, and offices, and may involve exposure to infectious or contagious diseases. Assignments are carried out within established nursing care standards and departmental policies and procedures. Work is performed under the general supervision of higher-level health and nursing personnel and is evaluated through observation, record reviews, and employee-management conferences. The PGCHD works to protect and support the public's health through numerous services that range from restaurant inspections and disease tracking to care coordination and health promotion. The department is composed of four divisions: Behavioral Health Services, Environmental Health and Disease Control, Family Health Services, and Health and Wellness, supported by the Office of Administration, Office of Human Resources and the Office of the Health Officer. The mandate of the department has been, and will remain, broad. This plan emphasizes improving core functions and operations, including protecting the public from health threats, implementing strategies to support healthy living, and maintaining a focus on vulnerable populations, while developing efficient internal processes to support these activities. Provides advanced lactation care as an IBCLC while functioning as Charge Nurse to ensure appropriate triage, clinical decision making, and quality of care for breastfeeding participants. Coordinates and oversees local agency breastfeeding promotion and support activities, ensuring alignment with WIC program goals, public health priorities, and clinical standards of care. Serves as the lead clinical resource for breastfeeding care, triaging referrals, prioritizing high risk cases, and assigning or coordinating services to appropriate staff. May exercise limited supervisory duties and responsibilities over subordinate staff. Plans and coordinates the daily work activities of subordinate staff such as nurses, therapists, health aides and clerical support staff. Coordinates the provision of nursing/medical care services for clients/patients with other agencies/programs. Provides orientation, on-the-job training and continuing education for staff supervised. Reviews and analyzes patient records for accuracy, completeness and appropriateness; takes action if indicated. Serves on departmental and interagency committees, task forces, commissions, and boards. Interprets departmental policies and procedures for staff. Assists staff with determining nursing and mental health care needed by complex patients and in the resolution of crisis situations. Assists in the development of standards and procedures related to the provision of services and assures compliance with them. Triages new referrals to determine how quickly patients need to be seen and assigns cases. Collects and summarizes program data, submits required reports of program activities and accomplishments to program chief or other administrators. Assists in budget development and preparation by providing narrative and statistical information. Willingly and cooperatively perform tasks and duties which may not be specifically listed in the classification specification or position description, but which are within the general occupational category and responsibility level of the employee's classification of work. Minimum Qualifications Candidates must meet all minimum qualifications listed below to be eligible for additional consideration: Graduation from an accredited school, college, university or an equivalent program with a Bachelor's Degree in Nursing or a related health field. Two (2) years of post-licensure community health nursing experience. Possession of a valid license to practice as a Registered Nurse in the State of Maryland issued by the Maryland State Board of Nursing at the time of appointment. Must possess and maintain a valid Class C driver's license to operate a motor vehicle when required for the performance of job-related duties. Possession of a valid cardiopulmonary resuscitation (CPR) certification at time of appointment. Any equivalent combination of relevant training, education and experience may also be considered. Please note there is no equivalency for the required certifications. Preferred Qualifications Formal training in nutrition science and current certification as an International Board-Certified Lactation Consultant (IBCLC). EPIC Electronic Medical Records (EMR) experience.
