CORE JOB SUMMARY
The Director of Pharmacy Operations is responsible for the strategic leadership, development, and oversight of all pharmacy-related services across HealthyMD. This role ensures the optimization of pharmacy programs, including 340B compliance and performance, pharmacy partnerships, and innovative care delivery models that support sexual health testing, treatment, and preventative care. This leader will play a critical role in advancing access to affordable medications for underserved and incarcerated populations while ensuring regulatory compliance, operational efficiency, and alignment with organizational goals.
CORE JOB FUNCTIONS
Pharmacy Department Development Design, implement, and oversee the structure and operations of the pharmacy department to align with HealthyMD's clinical and business goals. Establish policies, procedures, and protocols to ensure compliance with federal and state pharmacy regulations. Develop scalable processes to support pharmacy services across multiple clinic locations. Identify and implement technology solutions to streamline pharmacy operations and enhance patient care. Strategic Leadership & Program Development Lead the design, implementation, and continuous improvement of pharmacy operations across all HealthyMD sites. Develop and execute innovative pharmacy care models, including medication access strategies, billing optimization, and integrated care delivery. Evaluate and revamp existing pharmacy workflows, identifying opportunities for efficiency, compliance, and revenue optimization. Partner with executive leadership to align pharmacy strategy with organizational growth and mission. 340B Program Oversight Serve as the organizational subject matter expert on the 340B Drug Pricing Program. Ensure full compliance with all federal, state, and HRSA regulations. Oversee 340B program optimization, including contract pharmacy arrangements, audits, and internal controls. Lead preparation for and response to HRSA audits and ensure audit readiness at all times. Pharmacy Relations & Consulting Develop and manage relationships with retail, specialty, and contract pharmacies. Provide pharmacy consulting expertise across clinical and operational initiatives. Negotiate and oversee pharmacy agreements to maximize access, cost savings, and program efficiency. Collaborate with external stakeholders, including pharmacy benefit managers (PBMs), wholesalers, and partners. Third-Party Administrator (TPA) Management Oversee selection, implementation, and management of 340B TPAs. Ensure accurate data capture, claims processing, and reporting. Monitor TPA performance and resolve discrepancies or compliance risks. Grant Writing & Funding Initiatives Support and lead grant writing efforts related to pharmacy services, medication access, and public health initiatives. Collaborate with leadership to identify funding opportunities that expand pharmacy programs. Ensure grant compliance and reporting requirements are met. EHR & Systems Integration Provide leadership in EHR system optimization and buildouts from a pharmacy perspective. Collaborate with IT and clinical teams to ensure accurate medication workflows, prescribing practices, and reporting capabilities. Ensure integration of pharmacy data with clinical, billing, and reporting systems. Billing & Revenue Cycle Optimization Develop and oversee pharmacy-related billing strategies, including third-party billing and 340B capture. Ensure compliance with payer requirements. Partner with finance to monitor pharmacy-related revenue and cost savings. Clinical & Operational Collaboration Work closely with medical, nursing, and operations teams to ensure integrated patient care. Support clinical protocols related to sexual health, HIV/STI treatment, prevention (e.g., PrEP/PEP), and medication adherence. Ensure pharmacy services support the unique needs of underserved and incarcerated populations. Regulatory Compliance & Risk Management Ensure compliance with all applicable laws, regulations, and accreditation standards. Develop and maintain policies and procedures related to pharmacy operations. Identify and mitigate operational and compliance risks. Leadership & Team Development Build, lead, and mentor a high-performing pharmacy operations team. Provide training and education to staff and leadership on pharmacy-related topics. Foster a culture of accountability, collaboration, and continuous improvement. Additional Duties Participate in organizational strategic planning and leadership meetings. Represent HealthyMD in external meetings, audits, and partnerships. Perform other duties as assigned to support organizational success. CORE QUALIFICATIONS
Education:
Doctor of Pharmacy (PharmD) or equivalent advanced degree required.
Certification and Licensing:
Active, unrestricted pharmacist license in the state(s) of operation (or ability to obtain).
Experience:
Minimum of 7-10 years of progressive pharmacy leadership experience. Extensive experience with 340B program management required. Experience in community health, FQHCs, correctional health, or underserved populations strongly preferred. Proven experience in pharmacy operations, program development, and system implementation.
Preferred Qualifications:
Experience working with incarcerated populations or correctional health systems. Experience scaling pharmacy programs in multi-site healthcare organizations. Familiarity with value-based care models .
Knowledge, Skills and Attitudes:
  • Deep knowledge of: o 340B regulations and compliance o Pharmacy operations and contract pharmacy models o Third-Party Administrators (TPAs) o Pharmacy billing and revenue cycle o EHR systems and clinical workflows
  • Strong understanding of public health, particularly in sexual health, HIV/STI prevention and treatment.
  • Experience with grant writing and funding programs.
  • Ability to operate both strategically and tactically in a fast-paced environment.
  • Comprehensive knowledge of pharmacy regulations, supply chain management, and operational best practices.
  • Strong strategic planning, project management, and organizational skills.
