Job Summary The Pharmacist General Manager is responsible for the overall management, supervision, compliance, and operation of the dispensing area of a Virginia licensed cannabis dispensing facility or pharmaceutical processor. Reporting to the District Manager, this role serves as the designated pharmacist responsible for ensuring compliance with all applicable Virginia Cannabis Control Authority (CCA) regulations, Virginia law, Board of Pharmacy requirements, company policies, and patient care standards. The Pharmacist General Manager maintains full and actual charge of the dispensing operation and provides professional oversight of all dispensing activities, patient consultations, inventory controls, recordkeeping, and staff supervision. Duties and Responsibilities Compliance Serve as the designated Pharmacist General Manager for the licensed facility ensuring full compliance with all state regulations, statutes, and applicable pharmacy standards. Keep your finger on the pulse of state and local regulatory changes and adapt operations accordingly. Champion and enforce Standard Operating Procedures (SOPs) related to dispensing, patient counseling, inventory management, security, and recordkeeping. Maintain full and actual charge of the dispensing area and all pharmacy-related operations. Maintain all required licenses, permits, registrations, and documentation necessary for facility operation. Act as the primary point of contact during regulatory inspections and audits. Ensure required records are maintained in accordance with state retention requirements. Train and educate dispensary staff on compliance requirements continuously. Financial Management & Business Performance Review and analyze key performance indicators including sales, transactions, labor utilization, patient satisfaction, loyalty & SEO metrics, and inventory performance. Monitor financial performance and identify opportunities to improve profitability and operational efficiency. Oversee cash handling procedures, daily cash reconciliation, deposits, change orders, and financial reporting requirements. Support execution of promotional events, product launches, and business initiatives. Facility Maintenance and Operational Support Maintain dispensary cleanliness, sanitation, workstation organization, and operational readiness. Assist with opening and closing procedures. Maintain the cleanliness, organization, and operational readiness of the dispensary, including assigned workstations, dispensing areas, reception areas, break rooms, restrooms, and common areas, in accordance with company standards, safety requirements, and regulatory expectations. Participate in required training programs and continuing education activities. Demonstrate flexibility in supporting varying business volumes and operational needs. Perform other duties permitted for pharmacy technicians under Virginia law and assigned by the Pharmacist General Manager Direct and oversee all daily dispensary operations. Provide direct supervision of dispensing activities during facility operating hours as required by Virginia regulations. Establish and execute operational plans that support company objectives and patient needs. Ensure adherence to all company procedures, policies, and operational standards. Verify patient eligibility and certification requirements prior to dispensing cannabis products. Review dispensing records and ensure compliance with patient purchase limitations. Verify the accuracy of all cannabis products prior to dispensing. Ensure products are labeled, packaged, and dispensed in accordance with Virginia regulations. Maintain appropriate controls over access to cannabis products and dispensing areas Patient Care & Clinical Services Provide patient consultations regarding: Product selection and administration methods Dosing considerations Potential side effects Safe storage and handling Disposal of cannabis products Ensure patients are offered the opportunity to consult with a pharmacist prior to initial dispensing. Document patient consultations and required patient assessments. Promote a patient-centered approach focused on education, safety, and therapeutic outcomes. Manage escalated patient concerns and service recovery situations. Talent Management & Team Development Supervise pharmacists, pharmacy technicians, dispensary associates, and other assigned staff. Recruit, interview, hire, onboard, and retain high-performing team members. Ensure all pharmacy technicians meet Virginia licensing, registration, training, and competency requirements. Train team members on regulatory requirements, SOPs, patient service standards, and compliance expectations. Conduct performance management activities, including coaching and corrective action when necessary. Foster a culture of accountability, compliance, patient care, and continuous improvement. Maintain an open-door leadership approach that promotes employee engagement and retention. Scheduling & Workforce Planning Schedule pharmacy coverage to ensure regulatory compliance and operational continuity. Ensure staffing schedules are developed to meet the operational needs of the business, maintain regulatory compliance, and are published at least two (2) weeks in advance. Review and approve employee timekeeping records. Manage time-off requests and staffing adjustments. Monitor labor utilization and productivity metrics. Inventory, Security & Record Keeping Maintain oversight of cannabis inventory reconciliation and accountability. Ensure compliance with inventory tracking and seed-to-sale reporting requirements. Ensure accurate inventory reconciliation and compliance with seed-to-sale tracking requirements. Investigate and report discrepancies, losses, or diversion incidents. Ensure security protocols are followed regarding vault access, controlled access areas, and cannabis product handling. Review and approve required operational and compliance reports. Train team and enforce the company's inventory-related standard operating procedures and audit routines. Ensure vault and sales floor inventory remain organized, secure, and audit-ready. Quality Assurance Conduct routine compliance reviews and internal audits. Identify operational risks and implement corrective actions. Ensure adherence to quality standards for dispensing operations. Support continuous improvement initiatives and regulatory readiness efforts. Safety, Security & Emergency Preparedness Maintain a safe, secure, and compliant work environment. Ensure adherence to all security protocols and emergency procedures. Ensure compliance with all workplace safety requirements. Qualifications Active Virginia pharmacist license in good standing, without restrictions Strong verbal and written communication skills. Highly self-motivated with a strong sense of ownership and accountability. Experience managing budgets and driving financial performance. Project management experience required. Education Doctor of Pharmacy (Pharm.
D.) degree from an ACPE-accredited college or school of pharmacy required. Active, unrestricted Virginia pharmacist license required. Experience Recent experience (within the last 5 years) with patient-oriented drug delivery systems and genuine passion for patient care and service. 3+ years managing a retail operation, you understand the full picture from staffing and scheduling to compliance and theft prevention. Demonstrated leadership in a high-growth environment; you thrive when things move fast.
