  • Collect blood samples from patients.
  • Practice proper patient identification, especially when working on hospital floors.
  • Label vials with patient names and dates.
  • Decipher the best method for drawing blood depending on the specific patient.
  • Transport all specimen samples to a nearby laboratory.
  • Centrifuge blood samples, depending on if this is allowed in the state you are working in.
  • Expect to work with a large number of patients varying in age and health status.
  • Practice infection control and Personal Protective Equipment standards.
  • Complete extensive standardized training and demonstrate competency to perform each. job function and commit to perform only those tasks for which documented training has been completed.
  • Provide instruction and training as requested following designation of Preceptor/Instructor status.
  • Perform other related duties as necessary. Additional Duties for NMCSD Phlebotomy Technician (PBT):
  • Provide services in compliance with applicable military installation and Service written policies, procedures, and regulations, as well as those of the Association for the Advancement of Blood & Biotherapies (AABB), College of American Pathologists (CAP), Clinical Laboratory Improvement Program (CLIP), Food and Drug Administration (FDA) and the Joint Commission.
  • Complete MTF specific training and competency training as assigned.
  • Perform a full range of Phlebotomy Technician (Registered/Certified) duties to include proper venipuncture, finger-stick and heel-stick procedures using appropriate techniques and perform set-up and completion of special test-related phlebotomy procedures utilizing appropriate techniques.
Ensure that that all aspects of patient accessioning, specimen collection, processing, and distribution are performed properly.
  • Conduct patient in-processing prior to specimen collection, including review of paperwork accompanying patients and cordial guidance and assistance.
  • Assemble equipment, such as tourniquet, needles, and disposable containers for needles, blood collection devices, gauze, cotton, and alcohol on work tray, according to requirements for specified tests or procedures.
  • Verify or record identity of patient and converse with patient to allay fear of procedure and conduct interviews, take vital signs, and draw and test blood samples to screen donors at blood bank.
  • Provide technical oversight and training to ensure that all invasive procedures (venipuncture, capillary puncture, clotting time, etc.) performed in the laboratory are done in the safest, most sterile, and expeditious manner, with minimal discomfort for the patient. Training may include newly arrived corpsman, nurses, reservists, and American Red Cross volunteers.
  • Perform phlebotomy-related administrative and clerical procedures of the front desk section of the lab, fully document all samples obtained per the laboratory's standard operating procedures and maintain the supply inventory and cleanliness of the front desk and phlebotomy area.
  • If assigned to the Main Laboratory, when directed, perform duties mentioned above according to standard operating procedures at another location within the NMCSD Main Campus. This can include the Emergency Department, outpatient clinics and the inpatient wards.
  • Provide instruction on patient centered specimen collection (24-hour urine, occult blood testing, etc.) and special requirements necessary for laboratory-collected specimens (fasting requirements, special diets, etc.).
  • Complete and maintain training and competency requirements within the established deadlines to perform waived testing on all waived test systems at their designated location.
  • Perform approved and validated waived tests on submitted or collected specimens according to the standard operating procedures.
  • Perform additional administrative and technical requirements to maintain waived test systems according to standard operating procedures. This includes, but not limited to, completion and documentation of quality control and/or maintenance.
  • Prepare and package specimens for shipment and/or courier pick up according to standard operating procedures.
Operate and manipulate other internal laboratory systems (e.g., QFlow). Duties:
Perform venipuncture and capillary blood sampling with precision and care, following established protocols to ensure specimen integrity. Collect, label, and process specimens accurately, maintaining strict adherence to laboratory procedures and quality standards. Obtain vital signs and assess patient physiology to support clinical assessments and laboratory requirements. Maintain aseptic technique during all specimen collection activities to prevent contamination and ensure patient safety. Provide exceptional patient service by explaining procedures clearly, addressing concerns, and ensuring a comfortable experience. Document all collection activities meticulously, including patient information, specimen details, and relevant observations. Collaborate with healthcare professionals to ensure timely delivery of specimens to the laboratory for analysis.
Requirements:
Proven experience in laboratory procedures, techniques, or clinical laboratory settings, with a strong foundation in phlebotomy practices. Knowledge of anatomy, physiology, medical terminology, and blood sampling techniques such as venipuncture. Prior hospital or healthcare facility experience is highly desirable to understand clinical workflows and patient care standards. Demonstrated ability to perform venipuncture confidently and efficiently while maintaining patient comfort. Familiarity with laboratory techniques including specimen processing, handling biohazards safely, and maintaining sample integrity. Strong understanding of vital signs measurement and aseptic techniques essential for safe specimen collection. Excellent communication skills to interact effectively with patients of diverse backgrounds while providing compassionate care. Minimum Qualifications for Phlebotomy Technician (PBT):
    Degree:
    Certificate.
      Education:
      High school equivalent and completion of an approved program by the certifying body.
        Certification:
        American Society for Clinical Pathology for Phlebotomy Technician or a state license equivalent, or any of the additional qualifications listed below.
          Experience:
          None. Must meet the certification requirements. Additional Qualifications for NMCSD Phlebotomy Technician (PBT):
          • Possess a certification and registration as a Phlebotomy Technician from one of the following certifying agencies: the American Society of Clinical Pathology (PBT-ASCP), the American Medical Technologists (RPT-AMT), American Certification Agency (CPT- ACA), American Medical Certification Association (PTC-AMCA), National Center for Competency Testing (NCPT-NCCT/MMCI), or National Health career Association (CPT-NHA).
