Job Description

Performs responsible supervisory and administrative work planning, coordinating, and overseeing recreation programs, staff, facilities and operations to meet the community needs. An employee in this class is responsible for assisting the Director in planning, implementing, supervising, and evaluating recreation programs, services, staff and departmental operations. Work involves overseeing the operations, programs and work of staff; interviewing, training, and providing leadership and guidance to department staff; soliciting and overseeing sponsorships; planning and implementing assigned recreation activities and special events such as summer camps, sports leagues, and special events; assisting with fiscal operations such as preparing purchase orders and making deposits; participating in developing and updating department policies and procedures; assisting with program marketing; and providing responsible support to the Director. Work also involves supervising Senior Center staff and operations, completing paperwork for grants and healthcare reimbursement, processing center invoices and bills, and assisting with center programs and events as needed. Work requires significant coordinative skills, program and event planning, and the ability to effectively manage multiple priorities. Work is performed under general supervision and is reviewed through observation, conferences, reports, and the general effectiveness of recreation programs, Assists in the planning, promotion and execution of recreational programs, special events and related functions; supports the Recreation Director in managing and evaluating departmental programs, facility operations, and staff. Ensures department operations are strategic, collaborative and consistent with priorities, policies and goals; identifies new opportunities and makes recommendations for improvements. Directs, coordinates, and reviews the work of recreation staff; assigns work activities, projects, and programs; monitors workflow. Plans, coordinates, promotes, and supervises assigned recreation programs and activities which may include athletic leagues, summer or day camps, aquatics, and related programs; promotes programs and camps; plans and prepares program calendars; schedules games, practices, and program events; recruits volunteer coaches and hires part-time supervisors to oversee games and events. Coordinates summer youth camps and recreational activities including adventure camps, day camps, sports camps, and swimming lessons; designs daily programming; coordinates facility use; recruits, trains and supervises part-time camp staff; promotes programs; oversees activities to ensure a safe and enriching experience for participants. Oversees the daily operations of the senior center; manages the collection, preparation and maintenance of data and records for compliance with SCOPE; compiles documentation for accreditation; completes monthly, quarterly and annual paperwork for grants and healthcare reimbursements; codes and processes invoices; assists with the planning and implementation of large trips and programs. Creates and distributes marketing materials and information on department programs, events and activities; prepares flyers, newsletters, brochures, etc., for promotions and activities; maintains and updates department social media sites; assists with program marketing campaigns; updates department online platform for program registration. Supervises programs, including facility and field operations, locations, and personnel to staff such activities and events. Assists with department fiscal operations; prepares purchase orders, processes invoices and bills for payment, prepares daily deposits. Collaborates with local businesses and organizations to secure sponsorships and partnerships. Recruits and supervises part-time, seasonal, and volunteer staff; provides training, ensures safety and provides performance coaching and evaluation of staff. May participate in the development and administration of the department annual budget; forecasts funds needed for equipment, materials, and supplies; makes recommendations with supporting documentation; and monitors expenditures and revenues. Serves as a liaison to the public; represents the department on a variety of boards including Tourism Development Authority, Mainstreet Edenton, Smart Start, and related committees. Respond to requests and inquiries from the general public; investigates and responds to customer complaints received from the public and other County staff. Participates in and/or completes special projects and duties as assigned by the Director to support the mission of the department and the County. Prepares and maintains data, records and files on programs and participations; prepares a variety of regular and special reports and records on operations and activities. Backs up other staff. Performs related duties as required. Thorough knowledge of the principles, operational practices, and trends for implementing and directing a wide variety of municipal recreation activities and the development of programs through community participation. Thorough knowledge of the policies and procedures of the Recreation Department. Thorough knowledge of the County's practices and policies of administration, budget, personnel management and staff development. Considerable knowledge of effective supervisory principles and practices including leadership, motivation, communications, and performance coaching and evaluation. Working knowledge of the recreational needs of the local community. Skill in collaborative conflict resolution, teamwork and customer service excellence. Ability to develop and administer a comprehensive recreation program suited to the needs of the County. Ability to organize, supervise and evaluate the work of others. Ability to plan, organize, direct, and evaluate public recreation programs and services. Ability to communicate effectively and tactfully in both oral and written forms. Ability to assess community recreational needs and develop programs to meet those needs. Ability to provide organizational leadership to division employees, volunteers, and partners. Ability to prepare, analyze, and make recommendations pertaining to recreation program service delivery. Ability to prepare and present effective oral and written reports. Ability to deal tactfully and courteously with the public. Ability to develop and maintain effective working relationships with patrons, coworkers, supervisors, and the general public. Must be able to physically perform the basic life operational functions of reaching, lifting, fingering, grasping, walking, crouching, bending, pushing, pulling, lifting, talking, hearing, and repetitive motions. Must be able to perform light work exerting up to 25 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to a negligible amount of force constantly to move objects. Must possess the visual acuity to monitor and provide oversight of recreational activities, operate a computer terminal, read and review data and figures, and perform visual inspections of work. Graduation from an accredited college or university with a degree in Recreation Administration or closely related field and considerable experience in varied recreation administration including experience in a supervisory capacity; or an equivalent combination of education and experience. May require Parks and Recreation Professional certification.
