This Senior Public Health Nurse, Bilingual (Sr. PHN) specializes in tuberculosis (TB) and is a key member of the Communicable Disease, Prevention, and Control (CDPC) Unit within the Division of Public Health in the Health and Human Services Department (HHS). This position plays a pivotal role in overseeing clinical operations and service delivery related to the prevention, treatment, and control of TB. Reporting to the Supervising Public Health Nurse, this role serves as the lead clinical authority within the TB program, ensuring the highest standards of care and operational efficiency. The Sr. PHN, Bilingual assumes responsibility for organizing, coordinating, scheduling, assigning, directing, and reviewing the work of the CDPC program staff. This position leads efforts in TB disease investigation, surveillance, case management, consultation, nursing, health education, and training, ensuring that individuals and communities are protected from the spread of tuberculosis. The Sr. PHN, Bilingual works as co-lead for this program and works collaboratively with local healthcare providers, medical facilities, and other county departments to support community health and TB prevention. They ensure that all local practices align with state and federal guidelines, including adherence to the California Department of Public Health Tuberculosis Control Branch and CDC protocols. This position also contributes to policy development, quality improvement initiatives, and program evaluation to enhance public health outcomes related to TB and broader communicable disease efforts.OUR HIGHLY QUALIFIED CANDIDATE
Our highly qualified candidate is a highly experienced Public Health Registered Nurse with at least two years of direct experience managing TB cases, conducting case investigations, and performing comprehensive case management. This individual will bring expertise in tuberculosis prevention and control, coupled with a strong ability to apply evidence-based practices to public health nursing. The successful candidate will have experience working in a county public health system and familiarity with state-mandated programs, including California's Title 17 reporting guidelines, and be adept at using electronic medical record systems and public health databases to document and track cases accurately. The successful candidate will also be skilled in interpreting and explaining TB-related disease control and laboratory testing guidelines to diverse audiences, including healthcare providers, community partners, and the public. As a co-lead for the TB program, the highly qualified candidate will assist in developing the program and contributing to creating and refining policies and procedures to enhance service delivery. Strong organizational and problem-solving skills are required, enabling the successful candidate to prioritize tasks, respond effectively to urgent situations, and support the program's operational goals. The highly qualified candidate thrives in a collaborative environment, building effective working relationships with team members, community partners, and other stakeholders. They provide quality assurance and oversight to staff, nursing students, and interns while demonstrating exceptional customer service, leadership, and a commitment to public health excellence.BILINGUAL TESTING / CERTIFICATION
The successful candidate must possess bilingual skills and must demonstrate proficiency in both Spanish and English prior to appointment. A bilingual proficiency exam will be administered to ensure the candidates possess the appropriate skill level to meet the requirements.MINIMUM QUALIFICATIONS
Equivalent to two years of public health nursing experience, plus verification of seven (7) hours of training in detection, prevention, intervention and reporting requirements and treatment of child abuse and neglect. Specified assignments in this classification may require a minimum residency or community involvement period in specified community districts and/or firsthand experience of health problems and successful rehabilitation for such problems in the targeted population. Demonstrated written and oral proficiency in English and the designated second language.Certificates and Licenses:
Possession of a valid Registered Nurse License and a Public Health Certificate issued by the State of California. Possession of a current CPR certificate.
