Public Health Nurse II - Family Planning The Job Carteret County Government is seeking a Public Health Nurse II to join the Health Department's Family Planning team. The Job Description General Statement of Duties This position will manage and coordinate, at a minimum, one program activity; will participate in program planning and quality assurance activities (in this capacity, they will contribute observations or data related to patient or community trends or practices, ideas for improved program performance, and will participate in record audits and other program reviews). Position will participate in Public Health Preparedness activities as directed by agency management. Position will assist in the staffing of Red Cross Shelters as needed. Distinguishing Features of the Class This is intermediate level professional nursing work in providing primary, preventive, and rehabilitative care to individuals and families in Public Health programs. Employees independently demonstrate and implement techniques of nursing care and counsel for promotion of health and prevention of disease through outreach. Employees will be expected to assist in data collection and review in any project that they are associated with. Employees may manage a program-level support activity; participate in program or agency-wide planning and quality assurance activities; contribute observations or data related to patient or community trends or practices, ideas for improved program performance; participate in record audits and other program reviews.
Duties and Responsibilities Essential Duties and Tasks Family Planning Program Coordinator:
Managing the FP program Agreements, policies and program audits Work with staff to manage supply inventory and ordering Assist FNPs with pill pick-ups and refills Assist FNPs with procedures as needed Keeping all forms used in the clinic current per current Title X guidelines Keeping current with any Title X changes and relaying information to other staff Keep all staff Title X training documentation. Notifying staff when required training is needed to comply with Title X requirements.
Clinic Nurse:
Complete histories, vitals and work-up patients to see FNP, counseling and teaching patients re: contraceptive methods Retrieve lab results and check off for charts as appropriate and ensure all results that are abnormal and need follow-up go to the FNPs for review. Assist in staffing general clinic when needed Giving immunizations to clinic patients when needed Assisting FNP in procedures when needed Assist FNP with referrals and follow-up of abnormal results Treating STD's per standing orders Serves as back-up for the Immunization Coordinator by managing vaccine inventory, vaccine shipments, NCIR reporting and maintaining temperature logs for pharmacy refrigerator and freezer; prepares vaccines for movement to the hospital in the event of an emergency. Additional Job Duties Assist in the staffing of Red Cross Shelters. Any other duty as necessary, including assisting with any public health emergency including but not limited to natural disasters, man-made disasters, influenza pandemics (e.g. H1N1) or other outbreaks of communicable diseases. disaster surveillance and response, to ensure the efficiency of the Health Department. Recruitment and Selection Guidelines Knowledges, Skills and Abilities Considerable knowledge of, and skill in, the application of nursing theory, practice, principles, and techniques employed in the field of public health and related programs; considerable knowledge of and ability to apply the principles and practices of public health; knowledge of available resources and organizations and the ability to coordinate these as needed; general knowledge of current social and economic problems relating to public health, including health disparities; ability to plan, coordinate, and oversee the work of others; ability to deal tactfully with others and to exercise good judgment in appraising situations and making decisions; ability to work in partnership with patients and with other service providers to elicit needed information and to maintain effective working relationships; ability to record accurately services rendered and to interpret and explain records, reports, and medical instructions; adequate computer skills to allow communication, patient record documentation, and accessing of information. Physical Requirements This work requires the regular exertion of up to 10 pounds of force and occasional exertion of up to 50 pounds of force. Work regularly requires sitting and using hands to finger, handle or feel, frequently requires walking, speaking or hearing, reaching with hands and arms and repetitive motions and occasionally requires standing, climbing or balancing and stooping, kneeling, crouching or crawling. Work requires close vision, distance vision, depth perception, color perception, and peripheral vision. Vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly. Hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound. Work requires preparing and analyzing written or computer data, operating machines and observing general surroundings and activities. Work requires frequent exposure to blood borne pathogens and may be required to wear specialized personal protective equipment Desirable Education and Experience Graduation from a school of professional nursing and two years of professional nursing experience including one year of Public Health Nursing experience; or an equivalent combination of training and experience. Special Requirements A current license to practice as a Registered Nurse in North Carolina by the NC Board of Nursing.
