Job Description

JOB SUMMARY
The Highway Maintenance Worker II provides competent, skilled work for assisting the Public Works Manager in maintaining the integrity and safety of the Borough right of way, storm water infrastructure, the yard waste recycling facility, Borough parks and open space areas, and bike and hike trail system within the Borough. Essential Functions
  • Performs routine and non-routine maintenance on borough streets and avenues, including base repairs, blacktopping, crack sealing, line and curb painting; also performs emergency roadway repairs as needed
  • Installs work area protection and traffic protection devices wherever applicable
  • Installs and maintains street signs and posts using manual and power equipment
  • Installs repairs and replaces storm drain systems
  • Maintains borough owned parks and properties utilizing hand and power tools such as chain saws, chippers and leaf collectors
  • Operates small and large vehicles in the removal and plowing of snow during inclement weather
  • Operates and maintains designated Public Works Department equipment
  • Processes incoming yard waste using various equipment to include grinder, trommel screen, and windrow at the Columbia Borough Yard Waste Facility
  • Follows directions, instructions, and guidance of the manager, and instructions from crew leader in the absence of the manager Performs other duties as assigned by supervisor.
Performs in accordance with Borough policy, administrative regulations, state and federal laws.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education High school graduate or GED required Work Experience Licenses Required for the Position Valid Class "B" Pennsylvania state driver's license with clean driving history Special Requirements
  • Maintains Public Weigh Master certification as required
  • Ability to successfully pass pre-employment and post-employment drug and alcohol testing
  • Maintain physical condition to comply with State and Federal requirements to be licensed and safely operate Municipal vehicles both commercial and non-commercial.
  • Ability to attend formal and technical classes needed for continuing education and or to stay current with needed skills Knowledge/Ability
  • Ability to communicate with borough residents, members of council and fellow employees to understand information in a manner consistent with the essential job functions
  • Demonstrated ability to operate and maintain small construction equipment including waste compactor truck, skid steer loader, wood chipper, farm tractor/ mower, trammel screen and windrow turner, front-end loader
  • Ability to work with crew leader, manager and Highway Maintenance Worker I employees to train to advance equipment operation skills on larger, more complex equipment including backhoe, paving equipment, vibratory roller, front end loader, mechanical snow blower and table grinder
  • Possess carpentry skills required to build forms for concrete construction
  • Demonstrated ability to perform routine diagnostic maintenance on fleet vehicles and Police Department vehicles
  • Possess writing skills necessary to produce daily time sheets and other routine reports Temperament
  • Must possess excellent interpersonal skills.
  • Must be cooperative, congenial, and service oriented.
  • Able to make judgments and work in situations that may be stressful.
  • Ability to work as a coordinator and a member of a team.
  • Must be courteous and able to effectively manage job responsibilities.

Bending body downward and forward by bending spine at the waist. This factor is important if it occurs to a considerable degree and requires full motion of the lower extremities and back muscles. Kneeling. Bending legs at knee to come to a rest on knee or knees. Crouching. Bending the body downward and forward by bending leg and spine. Crawling. Moving about on hands and knees or hands and feet. Reaching. Extending hand(s) and arm(s) in any direction. Standing. Particularly for sustained periods of time. Walking. Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another. Pushing. Using upper extremities to press against something with steady force in order to thrust forward, downward or outward. Pulling. Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion. Lifting. Raising objects from a lower to a higher position or moving objects horizontally from position-to-position.
