Job Description

The County Highway Superintendent is responsible for overseeing the planning, construction, repair, and maintenance of county roads and bridges. The position involves leadership, management, and technical duties to ensure the county's transportation infrastructure is safe, efficient, and in compliance with applicable regulations. The Highway Superintendent manages a team of employees, contractors, and resources to carry out projects and tasks in a cost-effective manner, ensuring public safety and efficient traffic flow. Essential Job Functions Supervise and direct the daily operations of the highway department, including maintenance workers, engineers, and contractors. Oversee the maintenance, repair and replacement of county roads, bridges, culverts, and related infrastructure. Plan, coordinate, and manage road construction projects, including bidding, scheduling, and monitoring progress. Work with contractors, engineers, and government agencies to ensure successful project completion. Prepare and manage the department's annual budget. Ensure proper allocation of resources for road and bridge maintenance and improvement projects. Track expenses and ensure adherence to budgetary constraints. Develop the Annual 1 & 6 Year plan and ensure that all projects and operations comply with federal, state, and local laws, including environmental regulations, safety standards, and traffic regulations. Serve as the primary point of contact for public inquiries related to road conditions, construction projects, and maintenance issues. Communicate with the public and elected officials to address concerns and provide updates on highway projects. Develop and maintain county-wide inventories and inspection programs, including but not limited to signs, culverts, bridges, etc. Implement and enforce safety policies and practices in the workplace. Ensure that work sites are safe for employees and the public. Address and resolve any safety hazards that may arise. Act as a key resource in emergency situations such as severe weather, accidents, or natural disasters. Coordinate with other county agencies and departments to respond quickly and effectively. All other duties as assigned. Preferred Talents Strong knowledge of road construction and maintenance techniques, materials, and equipment. Excellent project management, budgeting, and financial management skills. Ability to manage a diverse workforce and foster a positive team environment. Strong communication and interpersonal skills, with the ability to interact with the public, government officials, and contractors. Ability to analyze problems, propose solutions, and make sound decisions in a timely manner. Proficient in using computer software related to project management, budgeting, and GIS systems. Knowledge of relevant federal, state, and local laws and regulations related to highway and infrastructure management. Qualifications High school diploma or equivalent. Four years of experience as Highway, Bridge, or Maintenance Foreman. Possess County Highway Superintendent License, minimum of Class B License. Valid Driver's License. Possess a Team Leader Bridge Inspection Status, preferred. Custer County is an Equal Opportunity Employer.
