$101,591.60- $133,338.97 This is an exempt (salary) position Pay rates are based on education, skill, experience level and internal equity. Position Summary Directs, manages, supervises, and coordinates program development, fiscal management, and grants management activities of Mecklenburg County Public Health's HIV/STI Programs. Programs that includes HIV/STI Prevention & Education, Investigations & Surveillance, Ryan White Services and Ending the HIV Epidemic Initiatives. Collaborates and builds relationships with community partners to enhance Community Engagement activities around HIV/STI Prevention efforts. Recommends new services and programs through contracts with community partners. Aligns the strategic goals of the programs with those of the Public Health Department and the County, implementing strategies to achieve these goals, assuring compliance with state and federal requirements Essential Functions Provide oversight for all services and activities of the HIV/STI Division throughout the County. Manage and participate in the development and implementation of goals, objectives, policies, grants, budgets, and HIV/STI priorities. Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor internal reporting relationships; identify opportunities for improvement and review with the Assistant Health Director of Preventive Health. Supervise senior health program leadership personnel. Manage and participate in the development and administration of the HIV/STI Programs annual budgets; forecasts funds needed for staffing, equipment, materials, and supplies; may direct the monitoring of and approval of expenditures; implements budget adjustments as necessary. Conduct a variety of organizational and operational studies/investigations; supervise preparation of required statistical reports; recommend modifications to programs, policies, protocols and procedures as appropriate. Chair or serve on committees, special project teams, or task forces as may be required or assigned. Research and identify community health needs, recommend strategies, coordinate and evaluate programs that identify and prevent the spread of communicable diseases in the community by translating behavioral change research and theory into practice. Analyze epidemiological communicable disease data, interprets the results to identify HIV/STI patterns in the community; develops control, intervention and prevention strategies. Oversee the design and evaluation of protocols, data collection instruments and data management tools for use in conducting communicable disease epidemiologic investigations and disease surveillance. Respond in writing and in person to media inquiries regarding HIV/STI matters; prepare and present presentations around HIV/STI as requested or required. Respond in cases of urgent and/or emergent events that require public health interventions. Employees may be trained for and assigned duties unrelated to their regular work; work outside normal business hours and workdays and/or in a different work location may be required.

Emergency events include, but are not limited to, communicable disease outbreaks, severe weather situations (e.g. snow or ice storms, tornados, hurricanes), natural disasters (e.g. earthquakes), fire, or power outages, and acts of terrorism. Experience •Minimum Qualifications Minimum of ten years of relevant experience; including five years of supervisory experience. Education Bachelor's degree in Public Health, Public Administration, Business Administration or related field. Combination of relevant education and relevant experience accepted?: Yes Licenses and Certifications Requires a valid North Carolina or South Carolina Driver's License. May require a Mecklenburg County Operator's Permit if required to drive a County vehicle. Preferred Qualifications Master's degree in Public Health, Public Administration, business administration or related field Knowledge, Skills And Abilities Knowledge of•Operational characteristics, services, and activities of health care programs and clinics within the County Organizational and management practices as applied to the analysis and evaluation of programs, policies and procedure operational needs Principles and practices of program development and administration Modern and complex principles, procedures, methods, and techniques of managing HIV/STI programs Universal precautions and infection control practices Advanced principles of budget preparation and control Regulations pertaining to federal grants management (allowability of costs, uniform guidance) Principles of supervision, training and performance evaluation Pertinent Federal, State, and local laws, codes, and regulations Current research and best practices pertaining to the field of HIV/STI Prevention and Management Skills Considering the relative costs and benefits of potential actions to choose the most appropriate one Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems Talking to others to convey information effectively Adjusting actions in relation to others' actions
