STORMWATER PROGRAM MANAGER

SERVICES STORMWATER PROGRAM MANAGER

DEFINITION
Highly responsible professional position requiring independent judgment and professional discretion in the administration of the City's NPDES Phase II Stormwater Program and related stormwater management activities to achieve compliance, technical, operational, and community outreach goals.
SUPERVISION RECEIVED AND EXERCISED
Receives direction from the Environmental Services Director. Exercises supervision over assigned personnel, contractors, consultants, or support staff associated with stormwater operations and projects.
ESSENTIAL FUNCTION STATEMENTS
— Essential and other important responsibilities and duties may include, but are not limited to, the following:
Essential Functions:
Develop, implement and administer the City's NPDES Phase II Stormwater Program, including reporting, recordkeeping, regulatory compliance documentation, and grant administration. Serve as the technical and professional resource to City departments, developers, contractors, and the general public regarding stormwater management requirements and activities. Manage maintenance and updates of the City's stormwater mapping system. Review, revise, implement and enforce the City's stormwater management and erosion control ordinances, administrative policies and procedures, Stormwater Management Program, Stormwater Master Plan, and stormwater models and management systems. Review and approve submittals of stormwater pollution prevention plans (SWPPP), water quality plans, detention and retention plans, erosion control plans, and related stormwater permit applications. Develop criteria and checklists for, and inspect active construction sites and post-construction sites for sedimentation and erosion control compliance. Direct mitigation measures or coordinate enforcement actions as necessary. Investigate illicit discharge incidents and exercise professional judgement to determine appropriate response measures. Investigate and respond to citizen complaints regarding drainage, flooding, erosion, and stormwater related issues and direct recommendations for resolving issues. Coordinate environmental permitting activities for City capital improvement projects and stormwater maintenance activities. Coordinate stormwater portions of the City's Community Rating System (CRS). Prepare scopes of work, cost estimates, specifications, and related documents for stormwater capital projects. Direct small improvement projects performed by City crews, or manage bidding, contractor selection and contract administration for larger projects. Develop and administer annual budgets related to stormwater operations, maintenance programs, and stormwater utility activities. Develop and lead public outreach, education, community engagement activities, presentations and training related to stormwater management, environmental regulations, erosion control practices, and floodplain management. Direct evaluation and implementation of new stormwater regulations, methods, equipment, technology, and advances in the stormwater profession. Must have acceptable attendance and the ability to work well with people. Any specific requirements stated in the "letter of offer of employment." Perform related duties and responsibilities as required.
Marginal Functions:
Coordinate activities with state, federal and regional agencies. Participate in committees, meetings, and professional organizations related to stormwater management, safety, environmental compliance, and policy development. Assist with emergency response activities related to flooding, hazardous materials, storm events, or environmental incidents.
QUALIFICATIONS
Knowledge of:
Requirements of a Municipal Separate Storm Sewer System (MS4). Applicable federal, state, and local stormwater regulations and permitting requirements including NPDES Phase II requirements. Stormwater management practices, erosion and sediment control methods, and drainage systems. Basic floodplain management principles and Community Rating System activities related to stormwater management. Budgeting and procurement processes. Occupational safety and hazard recognition. Engineering plans, specifications, mapping systems, and construction practices related to stormwater systems.
Ability to:
Prepare and maintain reports, records, and other documentation necessary to demonstrate compliance with regulatory agencies. Interpret and apply applicable laws, regulations, policies, ordinances and NPDES Phase II stormwater requirements. Communicate effectively both orally and in writing. Respond to public concerns with professionalism and diplomacy. Prepare clear reports, presentations, operational records, and technical documents. Work independently and make sound decisions using judgment and experience. Establish and maintain effective working relationships with employees, contractors, consultants, developers, regulatory agencies, and the public. Read, understand and evaluate engineering plans, drainage reports, and technical documents. Promote and communicate the goals of the Stormwater Management Program through public speaking, presentations, and training activities. Manage multiple projects and prioritize assignments effectively.
EXPERIENCE AND TRAINING GUIDELINES
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Four years of progressively responsible experience in stormwater management, environmental sciences, engineering, construction compliance, floodplain management, or related field. Supervisory or project management experience preferred.
Training:
Bachelor's degree from an accredited college or university in civil engineering, environmental science, environmental engineering, construction management, or related field preferred. Professional Engineer (PE) licensure is preferred. Candidates using PE licensure as a qualification must obtain Oklahoma licensure within six (6) months of hire if licensed in another state.
CERTIFICATIONS, REGISTRATIONS AND LICENSES
Current accreditation by the Oklahoma Water Resources Board as a Certified Floodplain Manager/Floodplain Administrator preferred. Must obtain accreditation within eighteen (18) months of hire. Certified Stormwater Management Professional (CSM), Certified Inspector of Sediment and Erosion Control (CISEC), Certified Stormwater Inspector (CSI), or similar stormwater certification preferred. Professional Engineer (PE) license in the State of Oklahoma preferred. Possession of, or ability to obtain, an appropriate valid Oklahoma driver's license.
WORKING CONDITIONS
Environmental Conditions:
Work is performed both indoors and outdoors and includes periodic exposure to outdoor weather conditions, dust, fumes, noise, chemicals, construction sites, heavy equipment, wet and uneven ground, and emergency response situations. Occasional irregular work hours, evening meetings, weekend work, and emergency response activities may be required.
Physical Conditions:
Essential and marginal functions may require maintaining physical condition necessary for standing, walking, climbing, bending, lifting, driving, and conducting field inspections for prolonged periods of time; lifting and carrying materials up to 50 pounds; and operating assigned equipment and vehicles.
