Summary:

Reports to the Director of Safety and Quality Assurance, the Quality Control Specialist is responsible for overseeing the quality at assigned worksites where people who have different abilities work with integrated teams and receive work support and development as needed to achieving the highest level of independence possible.

This position ensures custodial services are performed in full compliance with the Performance Work Statement, GSA standards, sustainability requirements, safety regulations, and contract performance metrics. This role will conduct routine and unscheduled inspections, documents deficiencies, verifies corrective actions, and supports continuous improvement of cleaning operations throughout the facility. The Specialist acts as the on-site quality authority ensuring work meets required cleanliness, sanitation, safety, and environmental standards.

Typical Duties:

Facility Inspections — Inspect offices, restrooms, corridors, entrances, floors, windows, waste areas, and exterior entry points. Verify compliance with cleaning, disinfecting, sanitizing, floor care, carpet care, restroom sanitation, window cleaning, and waste removal standards. Regulatory & Safety Compliance — Ensure adherence to

OSHA, SDS, EPA

green cleaning standards, sustainable product use, infection control practices, chemical handling requirements, and equipment safety. Support government inspections and coordinate with COR/facility representatives. Quality Documentation — Document deficiencies, track trends, verify corrective actions, and support performance reporting. Enter all QC inspections into the QMS database and audit systems for accuracy and integrity. Floor & Restroom Quality Oversight — Inspect floor maintenance (stripping, waxing, buffing, extraction, spot cleaning, ADA‑safe surfaces). Confirm restroom disinfection, fixture condition, dispenser operation, and odor control. Waste & Environmental Standards — Verify proper trash, recycling, and compost handling procedures, container cleanliness, and environmental compliance. Contract Compliance & Communication — Moderate monthly Management Review Board meetings. Relay contract updates to workers and leadership. Assist in establishing metrics and managing customer expectations to ensure PWS/SOW compliance. Team Observation & Support — Observe crew performance, report quality and safety issues, evaluate competencies, and support continuous improvement. Mentor staff, reinforce policies, and promote a positive, accountable work culture. Non‑Conformance & Investigations — Issue and track Non‑Conformance Reports. Identify fraud, waste, and abuse. Participate in investigations using audit techniques and maintain regulatory oversight. Customer & Contractor Relations — Build professional partnerships with contracting representatives, subcontractors, vendors, and site occupants. Investigate complaints, recommend corrective actions, and support trend analysis and continuous improvement. Contract Knowledge & Risk Management — Maintain thorough understanding of the contract SOW, materials, and equipment. Manage quality control activities per QA standards, company procedures, client specifications, and contract requirements. Assist with generic and project‑specific risk assessments.

Minimum Qualifications:

Education :

High school diploma or G.E.D required. Preferred 2 years of college. .

Experience :

3+ years' work experience in Custodial; janitorial, housekeeping; or hospital sanitation. Quality control, engineering, or large contract experience preferred. Requires problem solving, time management, and attention to detail skills

Certifications :

OSHA 30-hour certification in construction within 6 months. Custodial Certification within 6 month.

Pre-Employment Test :
