The City of Oceanside is accepting applications for the position of Professional Assistant. There is currently one vacancy in the Recreation Division to assit with sports and field allocation. Oceanside Parks and Recreation is looking for a talented individual who is passionate about serving the community through quality sports and recreation programs. The ideal candidate will embrace change and continuous improvement, and will have past experience in recreation and athletics. They must be approachable, have experience working with diverse communities, and be sensitive to the needs of the City's unique cultural groups. The ideal candidate will be self-motivated, detailed orientated, and have excellent time management skills. Parks and Recreation experience is highly desirable. The Recreation Division Professional Assistant will assist with the administration of athletic field permits, sports programming, league operations, marketing, registration processes, and customer service. This position is a temporary, hourly, extra-help position which does not include leave or medical benefits and will not exceed 999 hours in a fiscal year. Examples of Duties Examples of duties performed by employees in this class may not include all required duties, nor are all listed tasks necessarily performed by everyone in this class. Analyzes and defines objectives and strategies that are department specific; investigates and conducts research; prepares recommendations and proposes responses; advises supervisors on administrative matters within the City; plans and schedules meetings and conferences; prepares agendas and related documentation; coordinates work with divisions, agencies, City staff, and the public; prepares materials for meetings; answering phone calls from internal and external customers; schedules inspections; assists in fulfilling Public Records Requests and performs other related duties as assigned.
Recreation Division:
Assist with the administration and operation of the City's sports programs and athletic facilities; respond to inquiries and process athletic field and facility permits; coordinate participant registrations and maintain records within the City's registration software system; create marketing materials and promotional content; process league paperwork and respond to emails and phone calls related to sports programming; assist with existing youth and adult leagues, including evening league operations; develop, coordinate, and oversee youth and adult sports programs and leagues; provide exceptional customer service to participants, coaches, officials, and user groups; and perform related duties as assigned.
Minimum Qualifications Knowledge of:
Principles and practices of public administration. Principles and practices of recreation and sports programming. Supervisory principles and practices. Public relations principles and practices. Registration and permitting software systems.
Ability to:
Establish and maintain effective working relationships with other employees, City officials, outside agencies, and the general public. Communicate effectively both verbally and in writing. Perform research queries Interpret and apply policies and procedures related to athletic field use and recreation programs.
Experience and Training:
Any combination of education and experience that provides the knowledge and skills required is qualifying. A typical way to obtain the requisite knowledge and skills is as follows : Two years of public sector experience (minimum 2,000 hours). Experience in recreation, sports programming, customer service, office administration, community services, or a closely related field is highly desirable. One year customer service experience (minimum 1,000 hours)
Training:
A Bachelor's degree or higher in public administration, business administration, or a closely related field.
License:
A current, valid, California driver's license. Working Conditions and Selection Process
WORKING CONDITIONS
Environmental Conditions:
Office environment; exposure to computer screens. Hours will vary depending on assignment.
NOTE:
This role must be able to work evenings, weekends and holidays as required.
Physical Conditions:
Essential functions may require maintaining physical condition necessary for sitting and standing for prolonged periods of time; speaking and hearing to exchange information; visual acuity to read and interpret information.
Selection Process:
All properly completed applications (which includes the supplemental questionnaire and required copies) will be reviewed and references checked. The most appropriately qualified individuals may be invited to an oral interview to assess job-related qualifications. Applications will be kept on file for six months.

Changes to Accrued Paid Sick Leave for Hourly Extra Help & Part-Time Employees Effective January 1, 2024 Senate Bill (SB) 616 went into effect January 1, 2024 as an amendment to SB 1522. The new bill increases the number of sick leave hours accrued and sick leave hours able to be used by Hourly Extra Help and Part-Time employees in a calendar year. It will not apply to retired annuitants. The law states that, unless exempt, the part
  • time employee is entitled to receive the minimum requirements for paid sick leave.
The City of Oceanside will ensure that part-time employees will accrue paid sick leave pursuant to the minimum requirements stated in the California Labor Code §245 et seq.
which provides that an employee:
a. May accrue 1 hour paid sick leave for every 30 hours worked up to 80 hours per year; b. May request and use up to 5 days or 40 hours of accrued paid sick leave per year; c. May not be terminated or retaliated against for using or requesting the use of accrued paid sick leave; and d. Has the right to file a complaint against an employer who retaliates or discriminates against an employee for 1. requesting or using accrued sick days; 2. attempting to exercise the right to use accrued paid sick days; 3. filing a complaint or alleging a violation of Article 1.5 section 245 et seq. of the California Labor Code; 4. cooperating in an investigation or prosecution of an alleged violation of this Article or opposing any policy or practice or act that is prohibited by Article 1.5 section 245 et seq. of the California Labor Code. Sick leave accruals for Hourly Extra Help and Part-Time employees cannot be used in the first 90 days of employment for newly hired employees. If unused, up to 40 hours can roll into the next calendar year in the Pay Period containing January 1. A maximum of 80 hours can be retained annually after roll over, however only 40 hours can be used per year. The employer is not required to pay out accrued, unused paid sick days at the time of termination. If the employee is rehired within one year, previously accrued and unused paid sick days shall be reinstated. Sick pay codes have been developed to use hourly sick leave:

  • FMLA Sick HX Family Reports have been developed to help managers and supervisors in tracking leave usage.
Employees will have access to view balances anytime in Oracle Time Entry. Balances will be updated each pay period and can be viewed on the electronic wage statement.
