Position Summary:
Develops and facilitates a recreation center-based comprehensive leisure services program involving supervision of programs, staff, and volunteers, as well as facility operation and maintenance needs to provide a safe and clean facility.
Essential Duties and Responsibilities:
The following duties are illustrative and not exhaustive. Administers and operates a specified recreation site and its related facilities, including registration of participants, rentals of event venues; evaluates a variety of community services and programs, as well as maintains record keeping of programs at the recreation site. Develops and organizes staff and volunteers to administer recreation programs for all age groups using the site and its related facilities. Coordinates with other agencies or organizations in the use of their facilities. Supervises and assigns work schedules for full and seasonal part time employees as well as volunteers. Stimulates interest in activities scheduled by the Recreation Division by maintaining positive relations through local media outlets, civic clubs, and social media. Develops promotional pieces and uses other publicity methods to keep the public informed of the services, facilities, and programs available through the Recreation Division. Proactively develops effective approaches to solicit program and facility suggestions from the public. Cooperates with other city departments, other governmental agencies, voluntary organizations, and private interest groups to provide for a diverse range of recreation opportunities. Provides technical assistance/expertise to community organizations or agencies relating to recreation facilities, programs, and park areas. May conduct and supervise department-sponsored special events on and off site. Prepares and submits reports to include deposits of funds collected, documentation of ongoing program progress and projections for present and future evaluation of facility and programs to the Recreation Division administration. Prepares and submits reports to include all accidents, injuries, and emergency situations to Recreation Division administration. Submits recommendations for all purchases of equipment, supplies, repairs, maintenance of equipment and capital expenditures for the site and its related facilities to the Recreation Division administration. Assists development of budget projections for the operating budget and future capital expenditures for the site and its related facilities. Assists as needed in the development and implementation of city recreation programs at other city recreation facilities. Type of work and applicable situations will be determined and assigned by the Recreation Division administration. Maintains current knowledge of recreation programs and operation of facilities through active participation in professional organizations, regular review of related literature and other continuing education initiatives. Involved with organization and implementation of summer program and assisting children with related activities. Oversees, plans, coordinates, and executes all aspects of the afterschool program, including daily operations, staff supervision, participant engagement, scheduling, and program activities to ensure a safe and positive environment for participants. Operates and drives a City van for afterschool participant pickups, ensuring safe and timely transportation of children to the facility while following all traffic laws, safety procedures, and departmental guidelines. For declared disasters, position may be considered "essential"; assists in department overall preparation and recovery operations and assists other departments as needed.

Knowledge, Skills, and Abilities:
Excellent customer service skills. Knowledge of leisure services programs, principles, and procedures. Ability to lead and motivate subordinate staff to plan and carry out programs. Ability to plan the most cost-effective use of staff, equipment, and materials. Ability to work well with others. Self-starter, showing initiative and able to work independently and follow instructions. Ability to follow instructions. Proficient in use of desktop computer and programs (such as
Microsoft Office:
Word, Excel, Outlook), web-based recreation management software, financial management software systems (such as Tyler Munis and Tyler Cashiering), copier, and social media. Ability to work flexible hours, such as 9:00 am to 6:00 pm or 12:00 pm to 9:00 pm, weekdays, weeknights and/or weekends as needed for special projects and scheduled events Experience working with all ages, including children, adults, and senior citizens. Ability to develop innovative ways of enhancing recreation programs and generating revenues for parks and recreation facilities, including securing corporate and civic club sponsorships.
Education and Experience:
Bachelor's degree in Recreation, Physical Education, or related field. Three (3) years of experience in recreation administration or related field Two (2) years of experience in recreation programming or related field. A comparable amount of training, education or experiences may be substituted for the above minimum qualifications.
Certificates and Licenses:
Possession of a valid Florida Driver's License and be insurable by the City's current insurance carrier.
Supervisory Responsibilities:
Supervises full-time staff, seasonal part-time staff and volunteers. Assumes all supervisory duties and responsibilities in the absence of immediate supervisor.
