We are seeking a detail-oriented HR Officer to support HR operations with a strong focus on employee transactions, compliance, and HR administration. This role plays a critical part in ensuring accurate processing of employee data, legal requests, and workforce changes, while also supporting employees and leaders with day-to-day HR needs. This is a hands-on role in a fast-paced operational environment supporting both union and non-union populations. We are seeking a detail-oriented HR Officer to support HR operations with a strong focus on employee transactions, compliance, and HR administration. This role plays a critical part in ensuring accurate processing of employee data, legal requests, and workforce changes, while also supporting employees and leaders with day-to-day HR needs. HR Transactions & Employee Data Management (CORE FOCUS) Process employee lifecycle transactions in HR systems (hires, transfers, promotions, separations) Support and administer internal job bids and movement processes in alignment with policy/CBA Maintain accurate and timely employee data changes in Workday/SAP Ensure all employee records are complete, compliant, and audit-ready Manage position and org structure updates as needed Payroll-Related Compliance & Requests Process and manage wage garnishments, levies, and income withholding orders Respond to and coordinate subpoenas and employment-related legal requests Partner with Payroll and Legal to ensure timely and compliant handling of sensitive requests Maintain strict confidentiality and documentation standards Timekeeping & Payroll Support Act as an HR liaison for timekeeping-related questions, partnering closely with the Timekeeper and Payroll teams Support review and validation of timekeeping data as needed (e.g., discrepancies impacting HR processes, leave, or employee status changes) Assist in resolving employee inquiries related to pay, time corrections, and payroll adjustments in coordination with the Timekeeper Ensure alignment between HR records (e.g., employee movements, leave status) and timekeeping/payroll systems
Note:
Primary ownership of daily time entry and processing remains with the Timekeeper role. Employee & Labor Support Respond to employee inquiries (policies, pay, status changes, documentation) Support documentation for employee relations and investigations Assist with grievance administration and tracking (union environment) Reporting, Tracking & Compliance Maintain logs and trackers for: Employee movements Leave cases Garnishments and legal requests Investigations and accommodations Support audits and ensure compliance with company policies and California requirements Stakeholder Support Serve as a key point of contact for HR-related administrative and operational questions Partner with HR, Payroll, Benefits, and leaders to ensure seamless execution of processes What You'll Bring Required Qualifications 2-5 years of HR experience in a transactional or operations-heavy role Experience processing employee data changes in HR systems (Workday, SAP, etc.) Hands-on experience with: Employee movements/job changes Payroll-related processes or coordination High-volume administrative work with accuracy Ability to manage multiple priorities with strong follow-through High attention to detail with strong organizational and case-tracking skills Preferred Qualifications
  • Experience processing garnishments, subpoenas, or legal HR requests
  • Experience supporting union environments (job bids, movement rules)
  • Familiarity with Kronos timekeeping
  • Knowledge of California employment requirements Key Skills
