Immediately Job Description Primary Purpose To provide leadership in departmental efficiency and quality control through the strategic use of technology and data analytics. This position is responsible for the administration of Human Resource information systems, including the preparation, analysis, and auditing of personnel data to ensure compliance with state and federal requirements. Additionally, the Coordinator provides technical oversight for critical compensation workflows, including salary placement modeling, negotiation support, and the administration of contract releases in alignment with District goals and Board Policy. Minimum Qualifications Education/Certification Associate's degree or equivalent educational experience Valid Texas Teacher Certification preferred Candidates must have a satisfactory outcome of a fingerprinting background check. Non-refundable fee (approximately $50.00) paid by the employee. Experience/Knowledge/Skills Skill in analyzing complex datasets and presenting findings clearly to non-technical audiences Ability to lead cross-functional projects, including the roll-out or enhancement of HR systems/tools Strong understanding of data integrity, data validation, and report development Strong attention to detail and commitment to data accuracy Advanced database and spreadsheet skills, including experience with data extraction, transformation, and analysis of data tools Intermediate to advanced time management skills including ability to handle multiple projects Skill in working in collaborative team-based environments Proficiency in the use of position management programs/systems Strong public relations, organizational, communication, and interpersonal skills Ability to develop and deliver training to adult learners Ability to maintain a high level of confidentiality Experience Minimum of four (4) years experience in human resources, HRIS reporting, data analytics, or educational reporting Minimum of three (3) years teaching experience preferred Major Responsibilities and Duties (The following statements describe the general purpose and responsibilities assigned and should not be construed as an exhaustive list of all responsibilities, skills, efforts, or working conditions that may be assigned or skills that may be required) Professionalism The Educators' Code of Ethics is set forth in the Texas Administrative Code to provide rules for standard practices and ethical conduct toward students, professional colleagues, school officials, parents, and members of the community Rule §247.1 Purpose and Scope; Definitions Rule §247.2 Code of Ethics and Standard Practices for Texas Educators Reporting and Data Management The coordinator promotes the management of reporting and data through activities such as the following: Perform complex data audits across multiple HRIS platforms to identify trends, mitigate risks, and provide actionable insights for district leadership. Maintain clean, validated, and accurate datasets for reporting and essential HR processes. Serve as the primary lead for HR data integrity, proactively identifying and resolving systemic logic errors that impact payroll, state reporting, and budgeting. Recommend improvements to data processes and systems for increased efficiency and reliability. Direct the lifecycle of HR technology projects, from needs assessment and vendor selection to implementation and post-launch optimization. Oversee the implementation of technology applications, ongoing maintenance, and upgrades. Manage the technical retrieval and redaction of personnel data in response to Texas Public Information Act requests, ensuring legal compliance and district accuracy. Compensation Management The coordinator manages administrative and fiscal functions responsibly through activities such as the following: Engineer and maintain systemic checks and balances within the HRIS to automate the verification of board-approved salary increases and stipend allocations." Develop and update district pay structures and stipend schedules. Analyze and interpret data to determine competitiveness of district salaries. Identify and recommend appropriate changes. Conduct regular audits of job classifications to ensure District-wide compliance with the Fair Labor Standards Act (FLSA) and other state/federal wage and hour regulations. Participate in compensation surveys. Conduct surveys as needed to collect market data. Coordinate the annual salary change process and monitor adjustments to ensure accuracy. Oversee the automated generation and distribution of contracts, letters of intent, and reasonable assurance, ensuring accuracy in contract type and salary placement. Compile personnel documents as directed by supervisor(s) including, but not limited to contracts, letters of reasonable assurance and employee work agreements. Update and maintain forms on the district server and on the HR website. Organization Climate The coordinator fosters a positive school or organization morale through activities such as the following: Present a positive role model that supports the mission of the school district and the HR department Use management practices that promote collegiality, teamwork, and collaborative decision making among staff Reinforce excellence by employing the Del Valle ISD motto "Whatever it takes" Promote a positive caring climate and work environment Use effective communication skills Organization Improvement The coordinator promotes efforts to improve the school or organization through activities such as the following: Analyze critical needs in assigned areas Evaluate assigned programs to continuously improve the department. Assist with the input and maintenance of information in the employee database Assist with the preparation of the HR department budget Communication and Community Relations The coordinator promotes a positive tone for school or community relations through activities such as the following: Keep supervisor(s) informed of matters which might require their attention Prepare correspondence, forms, and reports using personal computer Develop and maintain active relationships with college and university career teacher preparation officials and placement offices, Regional Education Service Center staff, professional associations, and other recruiting resources organizations. Professional Growth and Development The coordinator participates in professional growth and development through activities such as the following: Manage cross training of HR department personnel in order to insure efficiency and development Attend professional and staff development and training as needed to improve job performance Qualities of Effective Coordinators Daily attendance and punctuality at work are essential functions of the job Follow established safety procedures and techniques to perform job duties, including lifting, climbing, etc. Maintain confidentiality of information Correct unsafe conditions in work area and report any conditions that are not correctable to supervisor immediately Shall comply with District policies, as well as state and federal laws and regulations Shall comply with the standards of conduct as set out in Board Policy DH (Legal) and (Local) and with any other policies, regulations, and guidelines that impose duties, requirements, or standards Supervisory Responsibilities Assist with oversight of paraprofessionals in the department Equipment Personal computer, printer, calculator, multi-line telephone, copier, fax machine, postage machine, answering machine, scanner, shredder, and other equipment related to the position Must have reliable mode of transportation Working Conditions Mental Demands/Physical Demands/Environmental Factors Work irregular and extended work hours to include holidays and weekends Work with frequent interruptions; maintain emotional control under stress Position may require periods of sitting at computer or standing at copier Some lifting of boxes Use of vehicle is necessary to run errands and pick up supplies as necessary The foregoing statements describe the general purpose and responsibilities assigned to this job and are not an exhaustive list of all responsibilities and duties that may be assigned or skills that may be required.Position Type:
