Job Summary :
PIC Staffing is seeking an experienced HSE Field Oversight Manager to support construction of a major power infrastructure project in Utah. This role will function as an Owner's Representative, providing oversight of contractor safety programs and ensuring compliance with all applicable HSE standards. The position requires a strong field presence combined with the ability to analyze safety performance, drive improvements, and promote a culture of safety across multiple contractor teams.
Essential Duties and Responsibilities :
Oversee contractor and EPC HSE programs to ensure compliance with project requirements and regulatory standards Conduct regular site walkdowns, inspections, and audits to identify hazards and verify safe work practices Support and lead incident investigations, including injuries, near misses, and property damage events Identify risks and implement corrective actions to improve overall site safety performance Analyze safety data, KPIs, and trends, providing recommendations to project leadership Promote and support behavior-based safety programs and continuous improvement initiatives Collaborate with contractors and project teams to ensure consistent application of HSE policies and procedures Coordinate with off-site teams, including periodic travel to California, to support program alignment and training
Job Requirements :
Strong understanding of construction safety practices in high-risk industrial environments Experience working in owner's rep or oversight roles preferred Ability to influence and communicate effectively across multiple stakeholders and contractor teams Proficient in conducting audits, investigations, and safety reporting Strong organizational, problem-solving, and leadership skills Education /
Experience :
Bachelor's degree in Environmental Health & Safety or related field preferred (or equivalent experience) Professional certifications such as CSP, MSP, CSD, or similar preferred Minimum of 10 years of HSE experience with at least 5 years in a leadership or oversight capacity
