About the Company Cambridge Valley Machining, Inc. is a precision contract manufacturer producing mission-critical components and assemblies for leading aerospace, space, and defense customers. We operate under
AS9100, ITAR
registration, and require a culture that takes quality, compliance, and continuous improvement seriously. Our team includes skilled machinists, quality professionals, and program managers; we are looking for an HR leader who will match the technical caliber of our team. Position Summary The Human Resources Manager is the HR site leader serving as a strategic partner to the lead team while performing day-to-day HR operations. This role is hands-on designing and executing strategy while ensuring compliance in a regulated environment associated with federal/DoD contractor obligations. The HR Manager fosters partnerships and serves as a trusted advisor to managers; maintains visibility with and is a resource for shop floor employees working in a three-shift operation. Success in this role requires equal parts strategic thinking, regulatory oversight, and the visible presence on the shop floor connecting with our team members. Key Responsibilities Talent Acquisition & Workforce Planning Develop and execute recruitment plan in order to identify and successfully on board employees for skilled trades positions, engineering, quality, and administrative roles. Ensure pre and post hiring compliance with industry related requirements Build a workforce recruitment plan to support program ramps, contract awards, and capacity planning in coordination with Operations and Program Management. Develop pipelines through technical schools, veteran hiring programs, apprenticeships, and industry associations. Compliance & Regulatory Own HR-related DoD and federal contractor compliance with ITAR, AAP and the like utilizing internal systems and/or third party administrators. Support our HR related Quality Certification, AS9100 requirements: training records, competency matrices, job descriptions, and authorized personnel lists for audits. Administer required programs including drug-free workplace, E-Verify, and any contract-specific personnel security requirements. Maintain compliance with FLSA, FMLA, ADA, TitleVII, OSHA
recordkeeping, and state wage and hour laws. Employee Relations & Culture Serve as the primary point of contact for employee concerns, investigations, and conflict resolution, exercising sound judgment and discretion. Coach front-line supervisors and managers on performance management, documentation, corrective action, and difficult conversations. Drive engagement and retention initiatives suited to a manufacturing environment with multiple shifts. Partner with Operations to ensure consistency in policy application across shifts and departments. Compensation, Benefits & HRIS Develop and administer compensation planning to include benchmarking, salary structure, merit cycles, and incentive plan development. Manage benefits programs (medical, dental, vision, 401(k), disability, life) and lead annual open enrollment. Execute weekly payroll and time and attendance tracking, utilizing external third party, currently Paylocity. Ensure compliance with leave administration inclusive of FMLA, ADA, workers' compensation, and military leave. Evaluate, leverage capabilities, and continuously improve HR systems, processes, and reporting. Training, Safety & Development Partner with Quality and Operations to maintain training matrices and documented competency for AS9100 and customer audit readiness. Coordinate required compliance training including ITAR/export, ethics, anti-harassment, cybersecurity awareness, and safety. Responsible for OSHA recordkeeping (OSHA 300/301/300A), incident response, and workers' compensation case management. Build leadership development and career path programs, including apprenticeship and cross-training to address skilled-labor gaps. Strategic & Executive Partnership As a member of the lead team; contribute to organizational design, succession planning, and future facility/capacity expansion. Develop and report HR metrics (turnover, recruitment, training compliance, headcount) tied to operational performance. Manage HR budget, vendor relationships such as benefits brokers, HRIS/Payroll provider, recruiting & temp agencies, legal entities. Required Qualifications Bachelor's degree in Human Resources, Business Administration, or related field; equivalent experience considered. 4+ years of progressive HR experience, with at least 2 years in a generalist or HR leadership role in a manufacturing environment. Experience supporting a federal contractor or sub-contractor desirable. Experience administering benefits, compensation programs, and HRIS/payroll platforms (e.g., ADP, Paylocity, UKG, Paycom, or similar). U.S. Person meeting ITAR employment requirement of U.S. citizen, lawful permanent resident, or protected individual. Excellent written and verbal communication skills and proven ability to interact effectively. Preferred Qualifications SHRM-CP/SHRM-SCP orPHR/SPHR
certification. Experience inAS9100, ISO
9001, NADCAP, or similarly regulated quality environments. Experience with skilled-trades recruiting, apprenticeship programs, or registered apprenticeships through DOL. Familiarity with multi-shift operations Working Conditions & Physical Requirements Position is on-site at a machining facility requiring regular presence on the shop floor. Use of required PPE (safety glasses, hearing protection, closed-toe footwear) when on the shop floor. Occasional travel to customer sites, secondary facilities, industry events, or training, less than 5%. Some flexibility to support multiple shifts, including occasional early-morning or evening availability. Compensation & Benefits Compensation commensurate with experience.
