TITLE Chief Human Resources Officer

Join the team as the Chief Human Resources Officer! Tohono O'odham Community College (TOCC) is seeking a Chief Human Resources Officer (CHRO) to lead all human resource matters for two campuses and a satellite center. The CHRO is a trusted leader and advisor on all HR functions and reports directly to the President. This is a full-time, exempt position in the Office of the President. Candidate Review will begin May 11th.
Hiring Salary Range:
$94,963 - $101,580 annually
What You Will Do:
As the CHRO, you will be instrumental in developing and maintaining a diverse, equitable, and inclusive campus culture in alignment with the College's core values.
Your responsibilities include:
Establish and implement recruitment, development, and retention strategies. Lead, onboard, supervise, and evaluate HR staff. Direct all internal operations for the HR department, including planning, coordinating, and evaluating personnel programs and services. Ensure College and employee compliance with Federal, State, and Local laws, including Title IX and other employment protection laws. Develop, administer, and maintain campus-wide personnel policies and procedures. Investigate personnel complaints, negotiate escalated personnel matters, and make disciplinary/termination recommendations. Coach managers in effective supervision and provide conflict resolution resources. Oversee regular job description and classification reviews. Prepare and manage HR budgets, including advising the Dean of Finance and President on compensation and benefit program recommendations. Lead the College's performance evaluation process, including the DREAM employee development initiative. Serve on the College's Administrative Leadership Team (ALT) and represent the HR area on various committees. Comprehensively coordinate with other College leaders on hiring, onboarding, professional enrichment, and performance evaluation processes.
POSITION REQUIREMENTS
What You Will Bring:
The ideal candidate will possess a strong blend of knowledge and skills to manage complex HR functions and lead administrative programs: Proven ability to troubleshoot complex issues, apply managerial principles to oversee direct reports, and manage program budgets. Skill in interpreting and applying relevant federal, state, and local laws, rules, and regulations to program development and daily operations. Experience using research methods and data management systems to analyze processes and develop program assessment tools. Clearly and effectively communicate complex information both orally and in writing, with strong interpersonal skills for all staff levels and the public. This position supervises one HR generalist and oversees key 3rd party vendor relationships.
Required Qualifications:
Bachelor's degree in human resources, business administration, management, or a related field of study from a regionally accredited college or university. Five years of progressively responsible professional experience related to personnel management, including two or more years of management experience. An equivalent combination of education, HR certifications, and experience necessary to perform the essential responsibilities of the position may be considered.
Preferred Qualifications:
Ability to speak and understand O'odham and/or Spanish. Knowledge and understanding of the history and of contemporary issues facing Native people.
Work Environment & Schedule:
Typical work hours are Monday - Friday, 8 am to 5 pm.

Occasional nights and weekends may be required to attend district meetings and college events. The position is rated for Light work, requiring the worker to occasionally exert up to 20 pounds of force. Required physical activities include reaching, fingering, talking, hearing, and repetitive motion. Close visual acuity is required for tasks like reading, viewing a computer terminal, and preparing/analyzing data.

The worker is not substantially exposed to adverse environmental conditions, typical of office or administrative work.
