The applicant will support the Personnel Administrator with the coordination and delivery of the Human Resources function for a staff of approximately 255 full-time and 70 part-time employees. Description of Work (Illustrative Only): The work of this position requires the incumbent to monitor and facilitate the daily administration of various municipal employee benefit programs such as health insurance, life insurance, dental insurance, retirement, worker's compensation, etc. This position has contact with employees, retirees, beneficiaries, insurance carriers, brokers and agents. Supervision is not a function of this class. Does related work as required. Examples of Work (Illustrative Only): Charged with daily administration of the benefits program, an employee enrolls and terminates employee benefits based on policy and regulation; provides explanations of benefit programs to recipients; maintains employee benefit enrollment files; utilizes program eligibility guidelines to maintain proper enrollment of beneficiaries; informs retirees, current enrollees and relatives of employees of their enrollment options; advises enrollees of COBRA benefits and costs; maintains records of COBRA enrollments and payments; keeps roster of employees and retirees who have reached Medicare eligible age; calculates reimbursement of Medicare payments to eligible individuals; reviews billing statements against employee enrollment records to ensure accuracy of the statements; processes payment of bills and distributes the monthly benefit costs to appropriate budget lines; receives and records all accident and injury reports; processes all claims with Worker's Compensation Board; receives and processes all request for FMLA; keeps abreast of federal and state regulations as they relate to employee benefits and coverages; functions as a liaison between the municipality and insurance carriers; prepares informative statistical reports for supervisor's review including data on health care costs and enrollment; assists with the development of benefit plan presentations and information sessions; communicates benefits, changes, deadlines and other related information; uses computer applications such as spreadsheets, word processing, calendar, e-mail and database software in performing work assignments.
Minimum Acceptable Training and Experience:
Graduation from high school or possession of a high school equivalency diploma and three (3) years of clerical experience, one (1) year of which the primary responsibility of the position was the administration, explanation or processing of employee benefit program enrollments and/or claims. 30 credits at a recognized college or university may be substituted on a year for year basis for up to two (2) years of the general work experience described above. There is no substitution for the one (1) year of specialized experience.
Compensation:
$55,000 - $65,000 commensurate with education and experience.
