Responsible for input to and implemention of policies and procedures impacting veteran educion benefits for Marine Corps Active Duty (AD), Reserve, Veteran, and Family Members. Serves as an advisor and subject mter expert providing compliance, implemention, administrion, and evaluion on a qualitive or quantitive basis of the Marine Corps-wide Educion Benefits Programs and associed educional benefits / services. Recommends and writes policies and executes programs th promote readiness and assist in furthering post-secondary educion goals for Marines and their families and meet or exceed HQMC Leadership goals. Acts as the liaison for the Marine Corps Educion Benefits Program issues between the Marine Corps and the Department of Veterans Affairs and between the Marine Corps and the Department of War (DoW). Supports all aspects of Congressionally manded educional benefits programs. Maintains expert knowledge of laws, publishes and maintains current policies, guidance and procedures and crees policy and procedures through detailed planning, informion ghering, interpretion of administrive records, reports, policy, regulion, and rules regarding: the Montgomery GI Bill (MGIB), Post 9/11 GI Bill (Post 9/11), Transfer of Educion Benefits (TEB), Marine Corps College Fund (MCCF) aka ¿Kicker,¿ and other Department of Veterans Affairs (VA) Educion Assistance Programs. Makes professional judgments and applies professional knowledge to plan, execute, and evalue informion contained within Marine Corps Total Force System (MCTFS), Official Military Personnel File (OMPF), Marine Corps Training Informion Management System (MCTIMS) the Military Personnel Da System (MilPDS), Benefits for Educion Administrive Services Tool (BEAST) and other DoD Systems capturing informion used for verificion of educional benefits. Monitors, manages, researches, and responds to all GI-Bill reled inquiries received via official internal or external communicion / email accounts and provides detailed, documented responses clarifying the Marine Corps¿ position and updes official records as necessary to correct any discrepancies within. Provides service-level responses on a regular basis to VA through the Electronic Documents Management System (EDMS) for all AD, Reserve, Veteran, Retiree, and family member issues, inquiries, and record correction requests. Develops relionships and acts as the primary liaison to resolve procedural issues and valide service member and veteran educion benefits while working directly with top agency personnel within the Marine Corps and other federal government agencies including: the Marine Corps Administrive Analysis Team (MCAAT), Manpower Management Officer Assignments (MMOA), Manpower Management Enlisted Assignments (MMEA), Reserve Affairs (RA), Marine Corps Recruiting Command (MCRC), Department of Veterans Affairs Central Office and Regional Processing Offices VA Educion Development Management System (EDMS), Marine Corps Enterprise IT Services (MCEITS), and Defense Manpower Da Center (DMDC) and the Board for Correction of Naval Records (BCNR). Represents and promotes Marine Corps interests relevant to educional benefits with top level representives of universities, colleges, and civilian academic organizions and professional associions reled to educion benefit issues. May work a fluctuing work schedule to complete work assignments outside of the typical work week and work hours. May travel to complete work assignments. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment. Qualificions Bachelor¿s degree preferred and knowledge of a wide range of concepts, principles, and practices in GI Bill and other educion-reled benefits approprie to the work of the position. AND 3 years of work experience? Preferred experience working with the VA and GI Bill programs or an approprie combinion of educion and experience th demonstres possession of knowledge and skill equivalent to th gained in the above, or approprie experience th demonstres th the applicant has acquired the knowledge, skills, and abilities equivalent to th gained in the above. Advanced knowledge of automed tools applicable to management analysis including but not limited to Microsoft Word, Excel, and Point software. Knowledge and experience in fiscal operions reled to budgeting, accounting, Program Objective Memorandum (POM) issue review, and reporting are important. Skill to communice effectively orally and in writing with a variety of stakeholders. Skill to prepare presentions using reled computer software and deliver presentions to various group sizes. Ability to plan and conduct program reled inspections, meetings, liaison, conferences, and presentions is required. This position has been designed as a position of trust.
