Position Summary The Employee Benefits Manager is responsible for the strategic planning, administration, and day-to-day management of the organization's comprehensive employee benefits programs, including group health, dental, vision, short- and long-term disability, life insurance, supplemental benefits, flexible spending accounts, retirement plans, and related programs. This position also oversees the organization's outsourced Leave of Absence vendor and manages the administration of Americans with Disabilities Act (ADA) accommodation requests and the interactive process. The Employee Benefits Manager evaluates and recommends benefit program enhancements, monitors program performance and costs, ensures compliance with applicable laws and regulations, and continuously identifies opportunities to improve benefits offerings, processes, and the overall employee experience. Key Duties & Responsibilities Provide comprehensive customer service support to internal and external customers regarding employee benefits, programs, policies, procedures, and eligibility, while serving as the primary organizational contact for benefit plan vendors, carriers, and third-party administrators. Analyze current benefits programs, including utilization, coverage, effectiveness, cost, employee experience, and competitive market trends; collaborate with the Benefits Broker to evaluate plans, vendors, services, and opportunities for improvement. Design, recommend, and implement new or modified benefits programs; evaluate alternative plan designs, funding approaches, cost implications, and cost-containment strategies. Develop and maintain employee communications, educational materials, procedures, and internal controls related to benefits, including new-hire benefits, open enrollment, plan changes, and newly introduced programs. Ensure compliance with applicable federal, state, and local laws, regulations, reporting requirements, and filing deadlines; oversee required reports, notices, filings, fees, billing, audits, and benefit records. Support and oversee pension responsibilities for Catholic Charities, Avila, and DePaul Housing, including MARC and ADP maintenance, employee enrollment and data updates, pension customer service, training, quarterly reporting, and required pension audits. Manage the organization's relationship with the outsourced Leave of Absence vendor and ensure accurate and timely administration of FMLA, disability, Paid Family Leave, workers' compensation-related leave, and other applicable leaves. Manage ADA accommodation requests and the interactive process, including evaluating requests and documentation, coordinating with employees and appropriate stakeholders, maintaining confidential records, monitoring accommodations, and ensuring compliance with applicable laws. Audit benefits, leave, accommodation, and pension processes to identify errors, compliance risks, service issues, and opportunities to improve efficiency, reduce costs, strengthen internal controls, and enhance the employee experience. Oversee OSHA documentation, reporting, and required postings; collaborate with the Director of Human Resources and agency leadership regarding workplace health and safety concerns, while maintaining employee confidentiality and performing other duties as assigned.
