Description of Work The Insurance Unit administers the statutory insurance plans as authorized by the General Assembly of North Carolina and the NCDOT Insurance Committee. The Unit is responsible for the analysis and interpretation of legislation, proposals and contracts dealing with Insurance and the communication of any findings and requirements to DOT staff and employees. The Unit independently provides a range of cost-effective insurance plans responsive to employees' needs, promotes awareness and understanding of each plan, ensures maximum value is gained from these insurance plans and provides counseling to the entire DOT employee base (10,000+ employees). Position is in Raleigh, NC. Candidate required to be in office 4 days/1 day remote. .Applicants with the following are encouraged to apply:
  • Ability to Establish and maintain effective working relationships with others; to express ideas clearly and concisely; to exercise good judgment in analyzing situations and making recommendations and/or decisions within delegated level of at authority. Experience conducting benefits orientations, open enrollment meetings, and creating educational materials to guide employees through enrollment
  • Experience processing disability benefits is preferred, not required
  • Knowledge and understanding of the State of North Carolina Integrated HR-Payroll System and demonstrated ability to analyze personnel and time related actions
  • Past supervisory experience
  • Demonstrated experience with insurance vendor management
Knowledge Skills and Abilities/Management Preferences Salary Grade and Salary Range:
NC18 $63,927 - $111,871 Management prefers applicants with the following: Considerable knowledge of the State of NC Employee health and welfare programs to include the State Health Plan, NC Flex and experience supporting agency specific benefits. Extensive knowledge and understanding of the employee benefit cycle, Short and Long-Term Disability, Voluntary Shared Leave, etc. Knowledge and understanding of the Disability Income Plan of North Carolina (DIPNC) Knowledge of the interpretation and application of federal laws and State HR laws, policies, and practices governing HR. Advanced technology skills, including proficiency with Microsoft Office applications-Word, Excel, Outlook, PowerPoint Demonstrated ability to analyze personnel and time related actions using Integrated Payroll Processing System Minimum Education and Experience Some state job postings say you can qualify by an "equivalent combination of education and experience." Bachelor's degree, typically in Human Resources or related field from an appropriately accredited institution and 4 years of experience required; or High school or General Educational Development (GED) diploma and 6 years of progressive experience in Human Resources; or equivalent combination or education and experience.
