Job Description
Certification Requirements:
Certified Compensation Professional (CCP) highly preferred.Minimum Education:
Bachelor's degree in Human Resources or related field preferred; or, an equivalent combination of training and work experience.Minimum Work Experience:
A minimum of 8-12 years of progressive experience in Human Resources, with a strong foundation in healthcare benefits and compensation. A minimum of 5-10 years of progressive experience in Total Rewards. Experience in a healthcare setting is preferred. Strong knowledge of HRIS and online benefit enrollment systems required; UKG knowledge preferred.Supervisory Experience:
A minimum of 5 years of human resources management experience. Demonstrated ability as an effective leader, including coaching and team-building skills. Strong written, verbal, and interpersonal skills. Budgeting experience. Excellent strategic planning skills. Must be self-motivated and have the ability to work without direct supervision.Other Requirements:
Strong commitment to quality healthcare and excellent customer service. Accuracy and attention to detail essential. Ability to organize and prioritize highly detailed tasks. This position requires travel to other sites and locations; if using a personal vehicle to meet this requirement, a valid CA driver's license and current auto insurance in compliance with the minimum requirements of CA vehicle code are required. Abortion patients are cared for at each of our health centers and in part through the administrative, support, and other non-clinical services provided at all PPOSBC locations and by all PPOSBC employees, and supporting these critical services is an essential job duty and fundamental responsibility of all employees.Responsibilities Essential Functions:
Essential functions encompass the required tasks, duties, and responsibilities performed as part of the job and the reason the job exists. Total Rewards Strategy & Execution Design, implement, and manage total rewards programs, including compensation, incentive pay, and employee benefits, aligned with healthcare industry standards and compliance requirements. Develop and maintain salary structures, incentive plans, and job architecture frameworks that support workforce planning and talent retention. Partner with People & Culture and operational leaders to assess and refine reward strategies based on organizational goals and workforce trends. Guides annual merit increases, bonus programs, shift differentials, incentive-pay metrics (quality, productivity), and executive compensation planning. Ensures compliance with California wage-hour laws, FLSA, salary-range transparency mandates, and equal pay/equity audits. Collaborates with finance and department leaders to align budgeted compensation plans with staffing strategies. Analyzes compensation data and produces dashboards on pay equity, turnover, and budget adherence. Conduct compensation benchmarking and job evaluations using compensation surveys and tools. Guide physician and clinical compensation, retention bonuses, and union/non-union pay structures. Monitor internal equity, market competitiveness, and pay transparency initiatives across the organization. Benefits Manages healthcare benefits programs, including HMO/PPO plans, vision, dental, life, disability, nursing-specific perks, wellness, and EAP programs. Ensures compliance with California-specific and federal regulations — ACA, ERISA, HIPAA, COBRA, and state mandates like Cal COBRA and Mental Health Parity laws.Oversees filings and reporting:
ACA forms (1094/1095), Form 5500, Summary Plan Descriptions (SPDs), and California insurance disclosures. Manages vendor relationships (insurance carriers, brokers, TPAs) under strict healthcare cost-containment and employee satisfaction guidelines. Leads annual renewals, benefit communications (SBC, plan summaries), and open enrollment tailored to clinical and non-clinical staff. Lead People & Culture management team in completing benefits reporting requirements. Leaves of Absence Oversees complex leave policies, coveringFMLA, CFRA
(California Family Rights Act), PDL (Pregnancy Disability Leave), PFL (Paid Family Leave), ADA accommodations, STD/LTD, workers' comp leave, and medical leaves specific to healthcare settings. Acts as the subject matter expert on California's leave statutes and supports the interactive accommodation process within healthcare contexts. Manages vendor and third-party leave administrators to ensure accurate tracking, timely benefit continuance, and integration with payroll/HRIS systems. Trains HR partners and managers on leave eligibility, documentation requirements, return-to-work protocols, and accommodations. Reviews leave usage trends and leverages insights to reduce absenteeism and maintain staffing effectiveness while ensuring compliance and patient care continuity. General Manages the day-to-day responsibilities of the benefits team. Ensure that the People & Culture Department has an internal and external reputation of competency, fairness, confidentiality, and the highest level of customer service. Remain current on all applicable labor laws, regulatory compliance, and standards of practice relating to the position. Uses, protects, and discloses employee protected health information (PHI) in accordance with Health Insurance Portability and Accountability Act (HIPAA) standards and company guidelines.Non-Essential Functions :
