Job Description

This position administers workers compensation and safety programs including: interpretation of regulations, policy development and interpretation and workers compensation claims processing. Additionally, the position administers employee safety and HR-related training programs.
SUPERVISORY RESPONSIBILITIES
This position does not supervise other employees.
ESSENTIAL DUTIES AND RESPONSIBILITIES TIME SPENT
• Interprets rules, regulations, policies, and procedures in response to questions and requests from County employees, Elected Officials, Department Directors and public regarding workers compensation, safety, and other HR-related matters. 20% Serves as liaison with Arizona Counties Insurance Pool (ACIP) for County's safety and workers compensation programs; coordinates collection of documentation, evaluates findings and recommends solutions to resolve safety and workplace injury incidents; provides guidance to employees to ensure immediate medical care is provided, as necessary and prepares regulatory documentation. Maintains all workers compensation records, files, documentation and databases. 20% Serves as direct contact and works closely with Arizona Department of Occupational Safety and Health (ADOSH) for County's participation in the Public Entity Protection Program (PEPP). 20% Develops and implements policies, procedures, programs and plans for employee safety and health for compliance with ADOSH and Occupational Safety and Health Administration (OSHA) regulations and other Federal, State or local requirements. 10% Analyzes, compiles, composes and reports data required by ACIP, OSHA, ADOSH, the U.S. Department of Labor Bureau of Labor Statistics (BLS) and other governmental agencies recordkeeping and reporting regulations. 10% Oversees on-line employee training program; assigns appropriate training courses; manages and maintains data; monitors employees' training progress and prepares compliance reports. Administers, schedules and conducts in-person employee training on workers compensation, employee safety and health and HR-related subjects. Assists with training component of County's Commercial Driver's License (CDL) program for compliance with Federal and State regulations to ensure the Public Works Department is meeting these requirements. 10% Conducts research and prepares statistical and administrative reports related to workers compensation and employee safety activities. Coordinates, compiles and submits data required by ACIP for annual insurance renewal of County owned property and assets. Oversees, coordinates and prepares required Certificates of Insurance. 10% Performs other duties as assigned.
BUDGET RESPONSIBILITIES
This position reviews, edits and provides recommendations on departmental budget.
PROJECT RESPONSIBILITIES
Provides project resource allocation based on pre-approved resources on organizational development projects, human resources projects, process improvement projects and employee training and development projects.
ORAL COMMUNICATION DUTIES
This position trains colleagues, explains County procedures or processes, responds to public inquiries, conducts and participates in meetings, negotiates or persuades, and gives presentations.
WRITTEN COMMUNICATION DUTIES
This position creates or edits documents, internal memos, emails, safety procedures, guidelines, and compliance manuals, formal letters and reports.
INTERACTIONS WITH THE GENERAL PUBLIC
Interacts extensively with employees, customers, the general public, vendors, regulatory bodies, and other groups and/or individuals and Institutions over the telephone, by email, and/or in person.
INTERACTIONS SPECIFICALLY WITH CUSTOMERS
Regularly (More than 55% but less than 70% in a year)
MINIMUM EDUCATION REQUIRED
Associate's Degree in Human Resources, Business Administration or related field; or equivalent combination of education, training and experience.
MINIMUM YEARS OF DIRECTLY RELATED EXPERIENCE REQUIRED
Five (5) years experience in workers compensation and/or employee safety programs ; or equivalent combination of education, training and experience.
PROFESSIONAL CREDENTIALS REQUIRED
Must possess and maintain a valid Driver's License.
KNOWLEDGE REQUIRED
Human Resources management; training; Federal, State, local laws, regulations, Statutes; knowledge of occupational health and safety compliance.

PHYSICAL DEMANDS
Occasionally stands to present. Routinely sits to complete a program; regularly sits to attend to other duties. May be required to lift work related materials or equipment up to 10 lbs. Constantly requires dexterity for keyboard operation. Incumbents in this position may be required to walk to and from work sites.
WORK ENVIRONMENT
Incumbents in this position constantly spends time in office environment, routinely spends time in training room, automobile and lobby environment.
SAFETY RISK EXPOSURE
Incumbents in this position are generally not exposed to safety risk. On rare occasions, incumbents in this position may become exposed to occasional telephone verbal abuse by customers or citizens.
PROTECTIVE GEAR & SAFETY MANUALS
Incumbents in this position are required to constantly follow written safety procedures and manuals relevant to the division or department.
