Job Description

POSITION DESCRIPTION
Under the supervision of the Human Resources Specialist, the Part-Time Human Resources Clerk performs and assists with a variety of Human Resources functions, including but not limited to recruitment, testing, employee benefits, training, and other related duties as required in connection and support of the Finance & Administrative Services Department. This part-time position is temporary, at-will employment.
EXAMPLES OF DUTIES AND RESPONSIBILITIES
Assists in recruitment process (recruitment planning, advertising, applicant tracking, proctoring tests, etc.) Files, organizes and maintains employee files and records Assists with new employee orientation Inputs data in Human Resources information system Assists with insurance billing reconciliations Conducts research and analysis and assists in the preparation of reports May provide support and assistance in training programs as needed Performs other related duties as assigned
Knowledge of :
Business office organization principles, practices, procedures, and office equipment, including business correspondence, record-keeping systems, and office equipment. Operation and functions of personal computer using Windows based software applications.
Ability to:
Work in a team orientated environment. Communicate clearly, completely, and concisely, both orally and in writing. Maintain confidential records and files. Gather, compile, summarize and evaluate facts and information. Understand and apply laws, regulations, policies, complex rules and procedures. Make sound, independent judgments within established guidelines. Communicate effectively with a variety of personnel and establish/maintain effective working relationships with those encountered during the course of business. Understand and follow verbal and written directions. Work independently. Perform mathematical computations. Operate a personal computer using common business applications, e.g. Microsoft Word and Excel. Use correct English grammar, punctuation and spelling.
Education & Experience:
Any combination of education, training and/or experience that has provided the knowledge, skills and abilities for necessary successful job performance. A typical way to obtain the knowledge, skills and abilities would be: Equivalent to graduation from High School supplemented by college level courses in Human Resources and/or Public Administration and prior administrative/technical experience. Other related education, training and/or experience may be considered.
Highly Desirable:
  • Associate's Degree or higher with municipal/public sector experience
  • Experience with NeoGov, Eden/Tyler Technologies, and Workday
  • Bilingual in Spanish
EXAMINATION/SELECTION
Following a review of all applicants, the best-qualified candidates will be scheduled for further assessment procedures. Those applicants who successfully complete the evaluation process will be further considered. An eligibility list will be compiled in accordance with the City's Promotional/Open Recruitment Policy from which the final selection will be made. Initial appointment is contingent upon satisfactory completion of a City paid physical examination, drug screening, background check and verification of U.S. Citizenship or right to work in the United States. This position is subject to and dependent on the continued availability of funds and the manpower needs of the City of Bell Gardens. NOTICE:

In a declared disaster City employees may be required to report to work at times other than their regularly scheduled shifts and work extensive overtime during the emergency period.
