Job Summary The HR Compliance & Benefits Administrator serves as the administrative backbone of the HR and Accounting departments. This role is responsible for the "mechanical integrity" of the employee lifecycle, ensuring that every record—from health benefits and ESOP participation to garnishments and leave tracking—is accurate, compliant, and audit-ready.
Duties & Responsibilities Benefits Administration Health Insurance Reconciliation:
Monthly audit of insurance invoices against payroll deductions. Identify who needs to be added or removed to prevent overpaying premiums. Retirement Audits (401k & ESOP): Perform regular audits to ensure all active employees have beneficiaries on file.
ESOP Support:
Support the management of the year-end distribution paperwork.
Audit Support:
Act as a support for gathering data for annual 401k and ESOP audits.
Benefit Concierge:
Act as the primary gatekeeper for the annual open enrollment process and daily benefit inquiries, translating complex plan documents into simple, 8th-grade level guides.
Benefits Administration:
Administer Employee Navigator, including entering new hires, following up on benefit elections, and processing enrollments and changes in the system including termination of benefits. Ensure Payroll receives completed benefit enrollment forms and related documentation for accurate payroll deduction setup Leave of Absence (LOA) &
Employee Records Leave Coordination:
Act as the administrative point of contact for employees out on leave, ensuring their benefits remain stable and their return-to-work paperwork is filed.
Protected Leave Administration:
Manage the leave process (Pregnancy Disability, CFRA, FMLA). Coordinate between the employee and the M-drive tracking system to ensure job protection and benefit continuity.
Workers' Compensation Leave Coordination:
Coordinate Workers' Compensation (WC) leaves with the Vice President of Risk Management, ensuring appropriate documentation, communication, and leave tracking are maintained.
Vista Data Integrity:
Monthly reconciliation to ensure HR notes and Payroll notes in Vista are identical.
Document Digitalization:
Manage the transition from paper to electronic files. Scan terminated employee files and maintain the department folder structure.
Work Authorization:
Track and collect EAD (Employment Authorization) forms and manage the I-9 audit calendar.
Labor & Project Compliance Prevailing Wage Setup:
Set up folders for new PW jobs and ensure all initial labor compliance paperwork is submitted to General Contractors. Support accounting for section 3 jobs to determine qualified employees. I-9 &
Labor Audits:
Conduct regular audits to ensure all active I-9s are correct and expired forms are purged according to legal destruction dates.
Garnishment Processing:
Initial processing of garnishments including sending letters of notification with the garnishment paperwork and turning into accounting for system processing.
Regulatory Filings:
Manage the data collection and filing for
EEO-1, ACA
(1095-C) reporting, Vets 4212, and Section 3 compliance as required by General Contractors.
Administrative Processes Onboarding Logistics:
Manage the back end of the hiring process, including background checks, I-9 review, and the creation of physical and digital employee files.
Lifecycle Transitions:
Oversee the administrative side of status changes (e.g., promotions, pay adjustments, or transfers) to ensure Vista and payroll systems are updated instantly.
Separation Management:
Prepare termination packets in support of HR and Managers, coordinate final pay with Payroll (ensuring California/Nevada compliance), and manage the return of company property.
Process Stewardship HR/PR Playbook:
Take the current tribal knowledge regarding benefits and leave and turn it into step-by-step SOPs.
Compliance Training:
Assist in explaining benefit options or ESOP Line of Sight to employees during onboarding. Performs other duties as assigned.

Expertise :
Advanced ability to navigate Payroll and HR modules in Vista, ensuring data integrity across both silos.
Technical Writing:
Ability to take complex verbal instructions and turn them into simple, step-by-step SOPs for the department.
Data Analysis:
Ability to reconcile complex insurance statements against payroll registers to identify financial discrepancies.
Jurisdictional Compliance:
Deep knowledge of California-specific leave (CFRA/PDL) and wage laws, with the ability to distinguish between a Medical Leave (Generalist) and a Workplace Injury (Risk).
Organizational Navigation:
Mastery of Warm Hand-offs—knowing exactly when to escalate a talent development issue to the Talent Manager or a safety concern to the VP of Risk.
Audit-Ready Mindset:
The ability to maintain Audit-Ready digital files in the M-Drive at all times, ensuring that if an external agency (EDD, DOL, or a General Contractor) requests data, it is accessible within minutes.
Knowledge HR Compliance Knowledge:
Basic understanding of Federal and State labor laws (California, Nevada), including
FMLA/OFLA/CFRA
(Leave of Absence), COBRA, and ERISA (Retirement/ESOP) basics.
Prevailing Wage Standards:
Understanding of the documentation required for public works projects and GC (General Contractor) compliance. Education and/or
Experience Education/experience:
Bachelor's degree in Human Resources, Business Administration, or a related field or 6-8 years of direct experience specifically in California Labor Compliance or Payroll Administration.
California Leave Administration:
Proven experience managing CFRA, FMLA, and PDL.
Benefits Audit:
Experience reconciling health insurance invoices and managing retirement plan documentation (401k or ESOP).
Construction/Public Works:
Familiarity with Prevailing Wage and Certified Payroll requirements.
Technology:
Experience using Vista (Viewpoint) or a similar construction-specific ERP.
