The 1203 Personnel Technician will report to the Senior Leaves Analyst and be a part of the Leaves Team within the Human Resources Department. Under general direction, performs a variety of technical and clerical duties in support of leave-of-absence administration. Essential functions include assisting with organizing and compiling documents, materials, and data related to leave of absence requests; processing personnel actions in accordance with Civil Service rules and applicable laws, policies, and procedures; responding to inquiries and communicating with employees and internal teams to provide and receive leave-related information; reviewing reports and correspondence for completeness and routing or processing items in accordance with established procedures; entering, updating, and maintaining data in HR systems and databases related to leave activities; and providing administrative support for projects and assignments. Essential Duties As the Personnel Technician, you will: Support Leaves Analysts and the Senior Analyst in the administration of employee leave of absence (LOA), including FMLA, CFRA, medical, family, parental, sabbatical, and other applicable leaves in accordance with federal and state laws, Ed Code, Civil Service rules, collective bargaining agreements, policies, and regulations. Receive, log, and route new leave requests and tickets to Leave Analysts; assign cases to Leave Analysts or Senior Analysts based on established criteria and workflow guidelines. Enter and maintain accurate data in timekeeping and HR/Payroll systems at the direction of Leave Analysts or Senior Analyst; verify data for completeness, accuracy, and consistency in accordance with established procedures. Run routine and recurring reports in accordance with established processes and guidelines, as directed by the Senior Analyst; review outputs for accuracy and completion. Review and process leave-related documentation to verify required information is complete and properly filed in accordance with established procedures and guidelines; escalate questions regarding compliance, eligibility, or documentation sufficiency to Analysts or Senior Analyst; respond to employees using approved templates to provide standardized instructions for curing identified deficiencies. Maintain accurate and confidential employee records by filing and organizing documentation in electronic folders and HR systems; apply established file naming conventions to ensure consistency, accuracy, and ease of retrieval; ensure records are complete, current, and maintained in accordance with established procedures. Maintain strict confidentiality of employee information and adhere to all applicable privacy laws, policies, and procedures, including requirements related to medical and leave-related records (e.g., HIPAA). Ensure excellent customer service by providing prompt, professional, and thorough responses to inquiries from: Internal teams such as payroll, staffing, benefits, salary, credentialing, and other departments, by providing factual leave status information and case details in accordance with established HR/Payroll records. Employees by providing general, standardized information regarding leave policies and procedures, using approved resources such as FAQs, knowledge base articles, and reference materials. Supervisors inquiring about employee leave by providing factual leave status information (e.g., start date, end date, expected return date) in accordance with established records. Support Analysts and Senior Analysts by gathering information, reviewing records for accuracy and completeness, updating trackers, and compiling data and materials for reporting and compliance purposes. Send standard communications to employees using approved templates and scripts; place outbound calls to employees on behalf of Analysts or Senior Analysts to provide status updates or request information. Support process updates in response to legislative updates to ensure compliance with federal, state, and local leave laws and regulations (e.g., FMLA, ADA) Support workshops and training related to leave-of-absence programs and processes. Provide general clerical and administrative support to other Disability and Leave Services teams, including data entry and ticketing support. Performs other related duties as assigned.The strongest candidates will have:
Knowledge of San Francisco's public schools/urban public schools and a passionate belief in SFUSD's commitment to instructional leadership as a lever toward delivering on the SFUSD Graduate Profile Experience supporting employee leave of absence administration. Familiarity with applicable leave laws and regulations, including the Family and Medical Leave Act, California Family Rights Act, and Pregnancy Disability Leave. Proficient in using HRIS or human resources database systems. Experience working in a public sector or unionized environment. Demonstrated exceptional attention to detail with a strong emphasis on data accuracy and integrity; ensures HR and timekeeping system entries are complete, accurate, and maintained in a timely manner. Strong analytics and systems thinking are necessary to compile and summarize data for reporting and operational support to build infrastructure where none exists Ability to work effectively across multiple functions and roles within a complex organization The ability to learn quickly and adapt as needed in a fast-paced environment Outstanding organizational skills and the ability to prioritize a high volume of competing priorities A flexible, "can do" work ethic with the ability to identify issues within assigned tasks, take appropriate action within established procedures, and escalate concerns as needed while maintaining a focus on timely and accurate completion of work. Excellent data analysis skills and experience preparing data summaries to support Analyst decision-making Strong interpersonal skills and the ability to work effectively with team members and peers across departments, including other technicians and support staff. Effective written and verbal communication skills, with the ability to respond to inquiries and provide clear, consistent information using approved templates, scripts, and reference materials and the ability to clearly communicate complex, bureaucratic processes to a variety of audiences Ability to apply established HR procedures and support process improvements as directed Ability to work effectively in difficult situations that involve confidential and sensitive matters Strong computer skills, including Microsoft Office Suite (Outlook, Word, Excel, and PowerPoint) and GSuite (Google Docs, Slides, Sheets, Forms) One (1) year of verifiable experience in a human resources environment, preferably processing employee leave of absence requests, including direct experience and knowledge of the Family Medical Leave Act (FMLA), California Family Rights Act (CFRA), Pregnancy Disability Leave (PDL), and Parental Leave. Knowledge and/or use of human resource database software applications; Proficiency in computer systems and programs to perform word processing and to perform data entry, retrieval, query, database creation, and management functions. Minimum Qualifications Two (2) years of verifiable experience performing complex technical or clerical duties in a human resources environment; AND ability to type/keyboard 40 words per minute.
