Starting salary for this position: $40,248.00 ($19.35/Hourly)- Offered salary will be determined by experience, qualifications, and skill set that the candidate brings to the position.
Position Summary & Responsibilities Position Summary:
This position coordinates recruitment and employment activities for the Kansas Department of Corrections by supporting statewide hiring processes, employment screening, compensation and position management activities, and recruitment outreach. The position serves as a technical resource to applicants, hiring managers, facility Human Resources staff, and Department leadership by providing procedural guidance, coordinating employment activities, and ensuring compliance with applicable laws, regulations, and Department policies. The position exists to support the Department's recruitment and employment functions while promoting consistent hiring practices across Central Office and statewide operations. Job Responsibilities may include but are not limited to the following: Recruitment, Selection & Employment Services (35%) Coordinates recruitment and employment activities for Central Office and statewide operations. Prepares and posts vacancy announcements; reviews applications for minimum qualifications; coordinates applicant screening, interview scheduling, and selection activities; prepares employment documentation; and assists hiring managers throughout the recruitment process. Conducts compensation and internal equity analyses using established guidelines to support hiring recommendations. Coordinates employee and contractor background investigations, schedules pre-employment drug screenings, and assists with employment offers and onboarding activities. Maintains applicant tracking records and ensures recruitment activities comply with Department policies, State of Kansas regulations, and applicable employment laws. Human Resources Coordination & Liaison (25%) Serves as a primary point of contact for recruitment and employment-related questions from applicants, hiring managers, facility Human Resources staff, the Department of Administration, and outside agencies. Coordinates employment-related activities between Central Office and agency partners by providing procedural guidance, communicating employment requirements, and assisting with routine Human Resources matters. Researches policies and procedures to respond to questions and refers complex issues to the HR Recruitment & Classification Manager as appropriate. Assists in tracking statewide vacancies and recruitment activity to support workforce planning and operational needs. Human Resources Technical Support (15%) Provides technical assistance in recruitment, employment, classification, and compensation activities. Assists with reviewing position descriptions, completing position management documentation, conducting compensation and internal equity analyses, researching employment policies, and preparing supporting documentation for management review. Makes recommendations based on established policies and procedures while referring final determinations and complex issues to management. Assists with special assignments and continuous improvement efforts related to recruitment and employment processes. Employment Screening & Hiring Compliance (10%) Coordinates employment screening activities for employees and contractors by processingNCIC/CJIS
background checks, employment verifications, reference checks, and other required pre-employment screening activities. Schedules and tracks pre-employment drug screenings and maintains confidential employment records in accordance with Department policy and applicable laws. Assists in ensuring employment actions comply with security requirements, hiring policies, and regulatory standards. Recruitment Outreach & Administrative Coordination (10%) Coordinates recruitment outreach activities including job fairs, career events, workforce development partnerships, and recruitment marketing initiatives. Assists with maintaining recruitment materials, employment announcements, applicant communications, and hiring reports. Coordinates Human Resources travel arrangements related to recruitment activities and assists with maintaining recruitment records and documentation. File Retention & Other Duties (5%)Maintains Human Resources files and employment documentation in accordance with State record retention requirements and Department policy. Assists with records management, auditing of employment files, and document organization. Performs other duties as assigned in support of Recruitment and Classification operations.Qualifications Minimum Qualifications :
One years of experience in planning, directing, organizing, managing or administering personnel or human resources functions. Education may be substituted for experience as determined relevant by the agency.Preferred Qualifications :
Excellent verbal, written, presentation, and interpersonal communication skills. Proactive and self-motivated with the ability to work independently and take initiative. Strong organizational and time management skills with the ability to prioritize multiple assignments and meet competing deadlines. Proficiency with Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, and Teams) and the ability to quickly learn Human Resources information systems and applicant tracking software. Ability to build and maintain effective working relationships with employees, managers, executive leadership, applicants, and external partners. Strong attention to detail with the ability to maintain a high degree of accuracy. Ability to effectively plan, organize, coordinate, and present information to a variety of audiences. Strong analytical, critical thinking, and problem-solving skills with the ability to research issues, evaluate information, and develop recommendations. Ability to exercise sound judgment, maintain confidentiality, and handle sensitive information with professionalism and discretion. Ability to interpret and apply policies, procedures, laws, and regulations to a variety of Human Resources situations.Post-Offer, Pre-employment Requirements :
