Job Description
Introduction The\r\nMaryland Military Department is looking for a candidate to fill our HR Officer\r\nIII position! This position will serve as the HR Officer Manager. LOCATION OF POSITION
Fifth\r\nRegiment Armory\r\n29th\r\nDivision St.�\r\nBaltimore,\r\nMD 21201\r\n Main Purpose of Job The State Personnel HR Officer plays a major role in the Miliary Departments mission of being ready to respond to support requirements of our State and Nation with a highly qualified team of Soldiers, Airmen, Civilians and Volunteer Forces, by providing high level customer service in all areas of Human Resources services. This HR team serves over 200 regular and contractual State employees and over 4,000 National Guard members when activated. The primary responsibility of this position is to perform a wide and diverse range of HR generalist functions and professional tasks to support the Human Resource services provided to all the programs under the Maryland Military Department and their staff.�This position will serve as the MMD HR Office Manager and will manage the day-to-day operations of the Human Resources Office. The position will provide guidance to internal stakeholders, and external stakeholders.�\r\nPOSITION DUTIES
This position will provide\r\nsupervision to the Agency Timekeeper, and HR Officer. The\r\nincumbent will ensure the seamless operation and compliance of various HR\r\nprocesses, as well as manage the Timekeepers and HR Officer's adherence to laws,\r\npolicies, and guidelines.\r\n\r\n\r\nDuties\r\nfor this position include, but are not limited to the following:\r\n\r\n\r\n- �Process Family and Medical\r\nLeave Act (FMLA) and other medical leave events.�\r\n\r\n\r\n
- Collaborate with IWIF\r\n(Injured Workers' Insurance Fund) representatives to resolve any worker injury reports\r\nand advocate for both the employee and organization. ��\r\n\r\n\r\n
- ��Serve as an agency Timekeeper\r\nApprover.\r\n\r\n\r\n
- Function as an HR Generalist,\r\nperforming full cycle recruitment, agency benefit coordination, and agency\r\nretirement coordination.\r\n�\r\n
- Perform\r\nEmployee Relation functions, to include investigatory interviews and drafting\r\nrecommendation memos.
MINIMUM QUALIFICATIONS
Experience:
�Seven years of experience, three years of professional HR experience involving recruitment and employment services,�classification and compensation, employee relations, test development and validation, job analysis, job evaluation,�salary administration, HR program evaluation, or HR policy�formulation and an additional four years of professional HR�management work experience in the areas of recruitment and selection, classification, salary administration, employee relations, or test development and validation or as a generalist.\r\n\r\n\r\nNotes:
�\r\n\r\n\r\n1. Candidates may substitute paraprofessional personnel work experience on a year-for-year basis for up to four years of the�required experience.� Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to�specific employment actions.� Appropriate paraprofessional�personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel-related rules and�policies, preparing personnel-related reports, conducting employee orientation, counseling employees regarding�benefits and obligations, and responding to inquiries�concerning employment procedures.�\r\n\r\n\r\n2. Candidates may substitute the possession of a Bachelor's�degree from an accredited college or university and three years of professional HR experience involving recruitment�and employment services, classification and compensation,�employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation for the required experience.�\r\n\r\n\r\n3. Candidates may substitute the possession of thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration, human resources management, business administration, public administration, statistics, tests and measurements, psychology or a related�field for up to six years of the required experience.�\r\n\r\n\r\n4.�Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classifications or human resources�management specialty codes in the human resources management field of work on a year-for-year basis for the�required experience.\r\n\r\nDESIRED OR PREFERRED QUALIFICATIONS 1.
At\r\nleast one (1) year of experience supervising multiple employees.\r\n2. Experience in performing employee relation functions such as\r\ninvestigation interviews, drafting memorandums, etc.�\r\n3. Experience utilizing Workday for HR functions.�\r\n4. Experience\r\nas a State of Maryland timekeeper or timekeeper approver.�\r\n5.\r\nExperience completing full cycle recruitments and using JobAps.�\r\n6.\r\nExperience and knowledge on State Retirement and Employee Benefits.�\r\n7. Experience processing IWIF and FMLA.\r\nLIMITATIONS ON SELECTION
Must be a current or former State of Maryland employee.\r\nLICENSES, REGISTRATIONS AND CERTIFICATIONS 1.
�Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Maryland Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.\r\n2.�Employees in this classification may be assigned duties which require the operation of a motor vehicle.� Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\r\nSELECTION PROCESS
