Job Description Summary:
The Human Resources Clerk provides specialized administrative and clerical support to the Department of Human Resources while maintaining a professional, welcoming reception area. The position focuses on delivering excellent customer service to employees, applicants, and the public; handling administrative tasks accurately and efficiently; and supporting the daily operations of the Human Resources department. Success in the role requires professionalism, organization, attention to detail, confidentiality, strong communication skills, and a commitment to Harford County Government's Core Values.

Essential Duties:
Provides professional front desk support by greeting visitors, answering calls, providing information, and directing inquiries appropriately. Performs general administrative duties, including copying, faxing, labeling, mailing, and processing incoming correspondence. Manages the employee badge system, creates badges for new employees and on an as needed basis. Completes employment verifications and coordinates required documentation with the Payroll Department. Establishes and maintains accurate, organized, and confidential employee personnel files and departmental position records. Prepares documents for scanning and maintains electronic personnel records using Laserfiche and
HRIS/OPF
systems. Scans, uploads, organizes, and retrieves personnel documents as requested. Supports Human Resources staff with special projects, administrative assignments, and other departmental duties as needed. Assists with coordinating employee training sessions, scheduling activities, and electronically tracking attendance. Maintains a high standard of professionalism, accuracy, confidentiality, and customer service.
Years of Experience:
2 to 4 years of office clerical experience. Previous HR office experience preferred.
Education:
High School Diploma or equivalent
Knowledge, Skills, and Abilities:
Excellent verbal and written communication skills with the ability to communicate professionally with diverse individuals. Strong customer service skills with a courteous, respectful, and solutions-oriented approach. Proficient in Microsoft Office Suite, including Word, Excel, Outlook, and related applications. Knowledge of administrative and clerical procedures, office practices, and recordkeeping. Strong interpersonal skills with the ability to establish and maintain positive working relationships Demonstrated ability to handle confidential information with discretion and maintain ethical standards. Skilled in organizing, filing, maintaining, and retrieving physical and electronic documents. Strong organizational and time-management skills with the ability to prioritize multiple tasks, projects, and deadlines. Ability to anticipate needs, identify potential issues, and take appropriate action. Ability to remain calm, professional, and composed when handling challenging or stressful situations. Skilled in resolving conflicts and tactfully addressing complaints, concerns, and difficult interactions. Ability to work independently while effectively supporting team members and departmental priorities. Ability to safely lift and handle office supplies and materials weighing up to 30 pounds.
