Job Summary This position will be based out of the Winona CareerForce office. The Department of Employment and Economic Development (DEED) is committed to radically increasing economic impacts for individuals that face systematic barriers to growth. Under limited supervision, this position exists to coordinate the Workforce Innovation and Opportunity Act (WIOA) and State Youth Programs for Winona County; assess career goals, interests, skills, and abilities of clients; develop plans for training, education and employment; provide support services and referrals to other community support services; and provide career counseling services to both program-eligible and universal customers who plan to enter, adjust, or advance to suitable employment. In addition, this role will case manage youth participants who are dual enrolled in Minnesota Family Investment Program (MFIP), performing all the duties as specified in the contract between the Minnesota Department of Employment and Economic Development/Winona CareerForce and Winona County Health and Human Services. This position will provide career seeker services and CareerForce information to youth and young adults enrolled in the Winona County Youth programs through orientations, group instruction, and one on one assistance. The person will serve Winona County via a youth case management role, establishing working relationships with partners to ensure quality services are offered to youth participants with the goal of gaining sustainable employment. This position is telework eligible. Staff are provided with the tools and equipment to be successful in a virtual work environment. Qualifications Minimum Qualifications Please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held. Only applicants whose resumes clearly demonstrate fulfillment of each of these minimum qualifications will be considered for this position. One (1) year of experience in career guidance/coaching, case management, workforce development or employment and training programs, working with at-risk youth or young adults with barriers. Applicants that meet the above minimum qualification will be further evaluated on the following: Knowledge of Minnesota's workforce programs, including work with public workforce development agencies and related non-profit organizations. Skill in database management and Microsoft Office Suite (Outlook, Word, Excel, Teams, PowerPoint, etc.) or similar software. Experience in developing and delivering presentations, facilitating meetings and group discussions, and designing/executing workforce training initiatives for diverse audiences. Incumbent must maintain valid driver's license and insurance OR have other reliable transportation. Preferred Qualifications Bachelor's degree or higher in Social Work, Human Services, Counseling or other closely related field as determined by the agency. Ability to form and grow connections with community partners in education and supportive services. Ability to organize and facilitate workshops and presentations for the purpose of educating and recruiting applicants into the program grants. Organizational skills to track, and report expenses, financial transactions, and invoices using Microsoft Office. Experience in Grants Management including evaluating, administering, accounting for, training and/or monitoring of grants, grant agreements, or grant recipients.
