Beginning in October 2026, however, the position will be headquartered at the Hill Farms State Office Building on the near west side of Madison. Position Summary The Human Resources Program Officer is responsible for administering and directing significant department-wide Human Resources (HR) service programs including recruitment and staffing activities, classification, compensation, and other HR-related activities for the assigned agency or region.

Salary Information These positions are classified as Human Resources Program Officer and are assigned to pay schedule-range 81-02 with an annual salary of $100,880 - $107,577, plus excellent benefits . A two-year Career Executive trial period may be required. For current and eligible former State employees, compensation will be set in accordance with the State Compensation Plan effective at time of hire. Job Details Employment will require the selected candidate to pass a background check. The Department of Administration does not sponsor work visas. All persons hired will be required to verify eligibility to work in the United States without sponsorship when completing the I-9 form upon hire. Although the specific duties may vary from position to position, HR Program Officers manage one or more functional HR areas such as recruitment and staffing, classification, compensation, and occasionally oversee other functions such as employment relations, equal employment opportunity programs, or administration of activities related to Family Medical Leave Act (FMLA) and Americans with Disabilities Act (ADA). Qualifications The qualifications listed below will be evaluated in the first step of the selection process and must be clearly described in the Letter of Qualifications (LoQ). Minimally qualified applicants must describe experience with the following: Serving in a formal supervisory role performing duties such as evaluating employee performance, hiring, discipline, assigning work, resolving conflict, and coaching or mentoring employees. Guiding executive-level leaders in the interpretation and application of HR laws, administrative rules, and/or policies. Working in a professional human resources role performing at least two of the following: Employee classification (titling) functions. Employee compensation functions. Recruitment and staffing related functions (e.g., conducting position analyses, developing job announcements and applicant screening tools, developing interview questions, etc.) In addition to the minimum qualifications above, well-qualified applicants will also have experience with at least some of the following: Leading human resources program-related process improvement initiatives utilizing surveys, practitioner and customer interviews, and/or other quality improvement tools. Developing or revising policies/procedures related to HR. Providing oversight and supervision of other supervisors in a formal HR role. Performing any of the above qualifications in the public sector. Experience with any of the above qualifications in a large organization consisting of 1,000 or more employees.
