Hiring Agency Personnel Cabinet | Department of Human Resources Admin Location 501 High Street, 4th Floor Frankfort, KY 40601 USA The agency may authorize the selected candidate to telecommute on a hybrid schedule. Description The Personnel Cabinet offers the great opportunity to work with and serve state agencies, employees and citizens across the Commonwealth. The Personnel Cabinet's mission is to provide leadership and guidance to attract, develop, motivate and retain a talented, diverse workforce; foster an understanding of and adherence to regulatory requirements; and create a positive, supportive work environment that values all employees. The Classification, Compensation, and Organizational Management Branch within the Division of Employee Management is responsible for administering the Commonwealth's classification, compensation, and organizational management systems and for providing professional and consultative services related to these areas to the Executive, Legislative and Judicial Branches of Government. The Division of Employee Management is seeking a Personnel Program Consultant who will work within the Classification, Compensation, and Organizational Management Branch, and be part of a dedicated team. This rewarding position will manage and support the classification, compensation, and organizational management business needs of agencies throughout the Commonwealth. Essential responsibilities may include, but are not limited to: Providing professional consultative and technical customer service to agencies, employees, management, and general public related to classification, compensation, and organizational management. Reviewing and analyzing classification and compensation actions submitted within the Kentucky Human Resource Information System (KHRIS) for statutory and regulatory compliance. Researching and implementing requests for establishing, revising, or abolishing job class specifications. Researching and performing position and job maintenance in KHRIS, including responding to business requests from agencies. Serving on the branch training team to include facilitating or serving as the subject matter expert for designated trainings.
Preferred skills and abilities:
Working knowledge of the KHRIS Possesses an understanding of Kentucky Revised Statutes (KRS) and Kentucky Administrative Regulations (KAR) Attention to detail and analytical skills are essential Strong writing and communication skills Ability to work independently and as part of a team Possesses a high level of integrity and personal accountability Minimum Requirements
EDUCATION
Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS
Four years of professional experience in Kentucky state government merit system personnel or payroll experience. Substitute

SPECIAL REQUIREMENTS
(AGE, LICENSURE, REGULATION, ETC.): NONE Working Conditions Work is performed in an office setting and involves frequent contact by telephone or in-person with agency administrators, state employees, and applicants. Incumbents must travel occasionally when working with state agency requests or providing training. Incumbents will make presentations before employee groups. Probationary Period This job has an initial and promotional probationary period of 6 months, except as provided in
KRS 18A.111.
