Supervision General supervision is provided by the Human Resources Manager and direct management by the City Clerk.

Provides orientation for new employees by providing on-boarding information packets containing company policies, withholding and payroll information, explaining benefit programs, obtaining signatures on all documents, and creating employee files for documents. Maintains human resources records for employees by recording the hiring, transfer, termination, change in job classifications, and merit increases using Tyler Technologies HR Database and Tyler Technologies Time and Attendance to track all Paid and Non-Paid time off. Assists in the administration of the Town of Horizon City's employee benefit program including Texas Municipal Retirement System (TMRS), medical, dental, vision, disability and life insurance and assists with the annual open enrollment process. Documents and tracks human resources actions by completing forms, reports, logs, and records. Sets up and schedule meetings for interviewees, supervisors, managers, employees, and department heads as requested. Posts job openings and screens job applicants as requested. Must be able to establish and maintain effective working relationships with fellow employees, officials, and the public. Performs duties of department personnel as necessary to ensure continuity of operations during absences. Maintains safe work practices according to City's rules and policies. Performs any other duties as assigned by the Human Resources Manager, City Clerk and/or Mayor. Minimum Job Requirements An Associate's degree in human resource management, business or public administration, or a related field and two (2) years administrative support in human resources or related human resources work experience preferred. Strong Computer skills required. Knowledge, Skills and Abilities Application of some knowledge of human resources principles, practices and methods in or more functional area. Application of some knowledge of local, state, and federal laws, regulations, rules and polices governing human resources. Application of some knowledge of payroll and human resources information systems. Skills in reviewing and verifying mathematical calculations and determine appropriate pay from source documents. Ability to conduct training and presentations to employees. Ability to communicate effectively, verbally and in writing. Ability to maintain confidentiality of sensitive information and data. Ability to meet critical deadlines. Other Job Characteristics Work is performed in a standard office environment. Light physical demands; most desk work. Prolonged periods of sitting at a desk and working on a computer. Frequent to constant use of a personal computer. Must be able to lift 15 pounds at times. Current work hours (subject to change with or without notice) are Monday through Thursday 7:00 a.m. to 6:00 p.m. with 1 hour lunch and off on Friday. This position may be required to modify and or flex their assigned work schedule as needed to meet Human Resources deadlines.
