Job Description

Position Summary:
The Human Resources Assistant provides administrative, operational, and customer service support for the Human Resources Department at North Valley Hospital District. This position serves as a key point of contact for employees, applicants, managers, and external partners while supporting a broad range of HR functions including recruitment, onboarding, employee records management, benefits administration, leave administration, training coordination, compliance reporting, and HRIS maintenance. The Human Resources Assistant operates in a highly regulated healthcare environment and is responsible for maintaining confidential employee information, ensuring compliance with applicable federal and state employment laws, accreditation standards, and District policies. This position contributes to a positive employee experience through exceptional customer service, attention to detail, professionalism, and effective communication. Essential Duties and Responsibilities Human Resources Administration Provide administrative support for daily Human Resources operations. Maintain employee personnel, medical, and confidential records in accordance with federal and state regulations. Process employment-related documentation including new hire paperwork, status changes, transfers, leaves of absence, and separations. Prepare correspondence, reports, forms, spreadsheets, and other HR documents. Assist with employment verifications and public records requests as appropriate. Maintain document retention and recordkeeping requirements. Recruitment and Onboarding Assist with recruitment activities including posting vacancies, scheduling interviews, communicating with candidates, and tracking applicant status. Coordinate pre-employment requirements including background checks, reference checks, drug screening, and credential verification. Prepare onboarding materials and facilitate new employee orientation activities. Ensure all required employment documentation is completed and maintained. Benefits and Leave Administration Assist employees with benefit enrollment and benefit-related questions. Support annual open enrollment activities. Assist with administration of Family and Medical Leave Act (FMLA), Washington Paid Family and Medical Leave (WA PFML), sick leave, and other leave programs. Track leave documentation and maintain confidential records. Coordinate communication with employees, managers, benefit vendors, and third-party administrators. HRIS and Data Management Maintain employee records within HRIS, payroll, scheduling, learning management, and related systems. Perform routine audits to ensure data integrity and compliance. Generate reports and provide workforce data to HR leadership. Assist with system testing, implementation projects, and process improvements. Compliance and Regulatory Support Assist with compliance activities related to: Washington State employment laws Federal labor and employment regulations HIPAA confidentiality requirements OSHA standards CMS Conditions of Participation Joint Commission and healthcare accreditation requirements Collective bargaining agreements Monitor required licenses, certifications, and mandatory education requirements. Support audits, surveys, investigations, and regulatory reviews. Employee Service and Communication Serve as a professional and welcoming resource for employees and applicants. Respond to routine HR inquiries and escalate complex matters appropriately. Assist with employee communications, recognition programs, training events, and employee engagement activities. Maintain effective working relationships with employees, leaders, union representatives, vendors, and community partners. Communication and Teamwork Demonstrate professionalism, discretion, and sound judgment in all interactions. Foster positive working relationships across departments. Maintain strict confidentiality regarding employee, patient, and organizational information. Support a culture of respect, collaboration, accountability, and service excellence. Communicate clearly and effectively both verbally and in writing. Quality, Safety, and Compliance Comply with all North Valley Hospital District policies and procedures. Adhere to HIPAA privacy and confidentiality requirements. Participate in required education, training, and competency programs. Promote a safe and respectful workplace. Support continuous improvement initiatives and process efficiencies. CQI/QAPI
activities, NVHD Performance Improvement Initiatives, and Disaster Preparedness education/exercises, and completes duties as assigned in case of emergencies/ICS stand-up. Completes mandatory training promptly. Demonstrates the ability to make decisions, take appropriate action, and follow tasks through to completion. Effectively collaborates with peers and team members, using tactful, diplomatic communication techniques in potentially sensitive or emotionally charged situations. Demonstrates leadership responsibility and skills, including planning and completing duties with minimal direction from the supervisor when appropriate. Performs other duties as assigned, provided skills, abilities, and qualifications are appropriate and sufficient training is provided. Requires close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. Mental Requirements Ability to apply common sense understanding to carry out written, oral, and diagrammatic instructions. Ability to perform basic mathematical calculations and maintain accurate records. Ability to read, write, communicate clearly, and maintain attention to detail in a fast-paced environment. Work Environment Works primarily indoors in close collaboration with laboratory and healthcare personnel. Environment includes frequent interaction with patients, staff, and laboratory equipment. Noise level is generally moderate. Exposure Risks Exposure to blood, body fluids, infectious materials, sharps, hazardous chemicals, cleaning agents, and potentially infectious specimens. Potential exposure to allergens, odors, and physical strain associated with laboratory and specimen collection activities. Exposure risks are minimized through adherence to established safety protocols and use of required personal protective equipment (PPE).
Minimum Qualifications:
Education Associate degree in Human Resources, Business Administration, Healthcare Administration, Public Administration, or a related field; or Equivalent combination of education and experience. Experience Minimum of two (2) years of Human Resources experience in a complex, highly regulated environment such as healthcare, government, public sector, financial services, or a similarly regulated industry. Experience supporting multiple HR functions including recruitment, onboarding, employee records, benefits, leave administration, or HRIS administration. Experience working with confidential information and sensitive employee matters. Preferred Qualifications Bachelor's degree in Human Resources, Business Administration, Healthcare Administration, or related field. Human Resources experience in a healthcare organization. Experience supporting a unionized workforce. Experience with HRIS, payroll, scheduling, and learning management systems. Knowledge of Washington State healthcare employment practices and regulations.
