Job Description
Mohave County Human Resources Department is seeking a motivated Human Resources Manager We are located at 700 W. Beale Street in Kingman, AZ This job bulletin will remain open for a minimum of 10 days and until a sufficient pool of qualified candidates has been received. It may close at any time after May 20, 2026. Incredible Opportunity! We are seeking a Human Resources Manager to provide high-level leadership and direction for all Human Resources functions. This position plays a key role in shaping workforce strategy, strengthening organizational effectiveness, and ensuring compliance across all HR operations. The Human Resources Manager is essential in building a strong, compliant, and people-focused workplace culture while supporting the organization's mission, vision, and long-term goals. We are looking for a collaborative, solution-oriented HR leader who demonstrates professionalism, sound judgment, and the ability to confidently guide both strategic initiatives and day-to-day HR operations: Employee relations and workplace investigations Recruitment, selection, and onboarding Compensation, classification, and position management Benefits administration and leave programs (FMLA, ADA, EEO, FLSA, HIPAA) Performance management and HR compliance Payroll coordination and personnel records oversight HR training and leadership development What You'll Do Provide strategic guidance on staffing, organizational structure, and workforce planning Ensure HR policies and practices align with employment laws and best practices Lead complex employee relations matters, investigations, and disciplinary processes Oversee recruitment efforts, including executive-level searches Support leadership with compliance, risk mitigation, and HR strategy Develop and deliver HR training for employees and supervisors Lead and develop a high-performing HR team

SECONDARY JOB FUNCTIONS
Performs related work as required. Performs special assignments as requested. Exercise regular and predictable attendance and punctuality in accordance with Mohave County Personnel Policies and Procedures. Bachelor's Degree in Business Administration, Human Resources, Public Administration, or closely related field. Five (5) years' experience in benefit and human resources administration (preferably with public entities) with at least one (1) year experience in providing benefits coordination services for a similarly sized organization. Two (2) years' experience supervising or being a team lead. OR an equivalent combination of education, experience, and training may be considered in meeting the minimum qualifications.SPECIAL JOB REQUIREMENT
Must possess a valid driver's license for operation of motor vehicles at the start of employment and maintain said license while employed in this position. Provide acceptable driving history at no cost to the County.PREFERRED JOB REQUIREMENT
Master's Degree from an accredited university or college in human resource management, business administration, public administration, or a closely related field. Certification in Society of Human Resource Management (SHRM) Certified Employee Benefit Specialist (CEBS) Certification in International Public Management Association for Human Resources (IPMA-HR)Knowledge of:
Federal and state employment statutes, regulations and guidelines, including Wage and Hour, Fair Labor Standards Act, related to human resource management compliance. Principles, practices and techniques of public personnel administration, professional associations and Mohave County Code of Ethics. The principles of public budgeting, monitoring and evaluation. Public employer discipline administration, just cause and due process requirements and guidelines. The principles of strategic planning. Equal employment and affirmative action statutes, regulations, principles and practices. Principles and practices of employee supervision, development and training programs and methodology. Human Resources Information System (HRIS) functionality, planning and implementation. Needs assessment, process improvement plans to implement new Human Resources technology. Principles, practices and techniques of benefit administration including health insurance, retirement and financial. Principles, practices and techniques of self-insured, fully-insured and other benefits plan administration programs. Principles and practices of administering continuation coverage under Consolidated Omnibus Budget Reconciliation Act of 1985 (COBRA), Health Insurance Portability and Accountability Act of 1996 (HIPAA), Family Medical Leave Act (FMLA), The Patient Protection and Affordable Care Act of 2010 (PPACA), GINA and other mandated benefits-related requirements. Federal, state and local laws and regulations governing insurance plans. County's policies and procedures relating to benefit programs, payroll processing and personnel records. Research techniques and report presentation. Computing literacy to include use of word processing, electronic spreadsheet and human resource database applications. Basic statistical concepts and methods used in collecting data. Effective written and oral communication principles and techniques. Mohave County Personnel Policies and Procedures, and Department Regulations. Interpreting employment statutes, Personnel Policies and Procedures and advising and influencing managers and supervisors in the application to a personnel issue or problem. Reading, understanding, interpreting and applying relevant city, county, state and federal statutes, rules, ordinances, codes, administrative orders, case law and other relevant directives. Producing written presentations and oral reports for internal and external audiences. Assessing, evaluating, prioritizing and handling multiple tasks, projects and demands. Working within deadlines to complete projects and assignments. Effectively communicating in writing and verbally with a diverse workforce. Effectively utilize computers, computer systems and applications in the performance of work assignments, such as electronic spreadsheets, reports, word processing, database and graphics. Understand, apply and comply with federal and state statutes, regulations, Personnel Policies and Procedures, department regulations and professional Codes of Ethics in the performance of responsibilities and assignment. Develop and maintain cooperative and harmonious working relationships with colleagues and a diverse workforce. Effectively interview, question, and extract required and valid information for purposes of performing research and analysis to formulate and prepare recommendations. Exercise initiative, sound judgment, work independently and complete work assignments by established deadlines. Perform basic mathematical computations such as benefits calculations, payroll deductions, etc. Plan, assign, supervise, train and evaluate the work of clerical/technician/paraprofessional staff. Maintain Mohave County's and employees' confidential and private information. Maintain objectivity and freedom from bias and to exercise judgment and understanding in all human resource management situations. Address and resolve problems which may be confidential, controversial or sensitive in nature. Manage the HRIS functional technology planning, implementation and daily functionality. Constantly learn and apply new techniques and to devise new methods and procedures. Prepare clear, concise reports and to make oral presentations. Manage and perform multiple high priorities under stressful and frustrating conditions and necessary deadlines. Make independent decisions in accordance with established policies and regulations. Understand, interpret and apply pertinent federal, state, and county laws, codes and regulations regarding benefits administration. Understand and follow complex instructions.
