Purpose The Human Resources Manager - AZ position oversees the day-to-day operation for TRC Inc.'s Human Resources department located in Arizona ensuring compliance and best practice in all Human Resources processes for TRC Inc. and its subsidiaries. Essential Functions• Responsible for day-to-day operation of the Human Resources department in Arizona encompassing payroll, recruiting, benefits, leave of absence, and employee relations/discipline processes. Lead the recruiting team located in Arizona with responsibility for meeting hiring goals set by both TRC and its clients. Participate in hiring efforts to ensure hiring goals are met by both TRC and its clients. Support TRC Inc.'s Finance department in reporting and compliance as it relates to payroll and total compensation requests. Work with immigration specialists and HR Director to accomplish specific immigration related tasks for employees located in Arizona. Lead annual performance review process by supporting HR team members as they work with Arizona managers and employees in constructing and conducting performance reviews. Maintain employee benefits programs and informs employees of benefits by studying and assessing benefit needs and trends; recommending benefit programs to management; directing the processing of benefit claims; obtaining and evaluating benefit contract bids; and conducting educational programs on benefit programs for employees located in Arizona. Manage paid leave benefits in policy compliance and internal system administration. Ensures legal compliance by monitoring and implementing applicable human resource and payroll federal and state requirements; conducting investigations; maintaining records; representing the organization at hearings. Ensures planning, monitoring, and appraisal of employee work results by training Arizona leadership to coach and discipline employees; scheduling management conferences with employees; hearing and resolving employee grievances; counseling employees and supervisors. Other Duties and Responsibilities (Non-Essential Functions) Collaborate with other leaders at TRC to continuously improve business and operational processes for accuracy and timeliness. As needed, update and/or create ISO 9001 and 14001 documents, ensuring department compliance is maintained and supporting audits. Provide regular updates to management on key project performance metrics. Conduct Human Resources training for both employees and management including but not limited to recruiting/interviewing, anti-harassment, performance management, and employment relations processes. Maintain management guidelines by preparing, updating, and recommending HR policies and procedures. Maintain historical HR records by designing a filing and retrieval system; keeping past and current records. Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies. Completes HR operational requirements by scheduling and assigning employees; following up on work results. Maintain human resource staff by recruiting, selecting, orienting, and training employees. Maintain human resource staff job results by counseling and disciplining employees; planning, monitoring, and appraising job results. Maintain a high level of confidentiality and discretion. Support TRC Inc.'s Quality and EH&S (Environmental, Health, and Safety) efforts Qualifications High school diploma required Bachelor's degree in human resources or similar aptitude strongly preferred 5 years of human resources experience required Management or formal people leadership experience strongly preferred Experience with Arizona and California employment law preferred Government contracting and OFCCP compliance experience preferred Demonstrated leadership skills Excellent computer skills using office applications Excellent interpersonal skills Excellent communication skills Basic accounting skills Excellent organizational and planning skills Valid state DMV issued or valid foreign country issued driver's license Ability to complete and pass all internal, position specific job and safety trainings required Working conditions Standard office, climate-controlled environment Physical requirements Must be able to remain in a stationary position for an extended period of time Ability to operate a computer and other office equipment Ability to communicate with customers and co-workers
