Job Description/Summary:
The Manager of Human Resources Operations is responsible for leading the operational delivery of Human Resources services, including HR systems, compliance, audits, leave administration, benefits coordination, process improvement, employee engagement programs, and management of HR operational staff. The position serves as the primary liaison to the University's Professional Employer Organization (PEO) and ensures efficient, compliant, and employee-focused HR operations. The Manager, Human Resources Operations, is responsible for the following: HR Operations Management Serve as the primary day-to-day liaison with the University's PEO. Coordinate with Payroll and Recruiting regarding onboarding, employee changes, offboarding, employee data, and employment documentation, and audits. Develop and maintain HR procedures and workflows. Recommend and implement process improvements. Lead the planning and execution of at least two university-wide employee engagement events annually, including logistics, communications, vendor coordination, budgeting, and post-event evaluation. Benefits Administration Serve as the University's primary internal benefits administrator and liaison with the PEO and vendors regarding employee benefit programs. Partner with the PEO and vendors to administer medical, dental, vision, life, disability, retirement, and voluntary benefits. Coordinate and lead annual Open Enrollment activities. Assist employees with benefit-related questions and escalated issues. Monitor eligibility, enrollments, qualifying life events, and compliance requirements. Leave Administration and Accommodations Administer
FMLA, ADA
accommodations, workers compensation coordination with employees, and state leave requirements. Facilitate the ADA interactive process and maintain records. Compliance and Risk Management Support compliance with federal, state, and local employment laws. Conduct audits of personnel files and HR processes. Assist with policy development and communication. Manage audits with outside agencies HR Systems and Data Management Serve as the functional owner of the HRIS and related technologies. Ensure data integrity and accuracy. Support HR technology enhancements and implementations. Project Management and Continuous Improvement Lead HR operational projects and process improvement initiatives. Coordinate annual HR programs, open enrollment activities, and compliance calendars. Manage HR vendor relationships and service delivery. Leadership and Manager Support Train managers on HR policies, procedures, and documentation practices. Develop tools and resources that support effective people management. Actively engage in professional growth activities and events to advance inclusive excellence by being a lifelong learner and innovator. - student record maintenance experience supporting guidelines/best practices set forth by federal/state and other regulatory agencies (NASFAA, AACRAO, FERPA). 2 years
- Federal Work Study program management adhering to U.S. Department of Education guidelines 3 years
- general office management experience (phones, filing, calendar, administrative duties) Experience creating and presenting financial aid information to diverse groups 8 years
- demonstrated progressive leadership experience within a regionally accredited institution of higher learning Demonstrated proof of successful online academic program development experience leading to positive student outcomes 3 years
- using Microsoft office suite, multiple calendar management 2 years
- Communicating direction from leadership to outside sources Education Requirements Bachelor's degree in Human Resources, Business Administration, Organizational Leadership, or related field.
Equivalent combination of education and experience may be considered. Experience 5+ years of progressive human resources, payroll, benefits, business operations, or administrative management experience. Experience administering HR processes, employee records, HR systems, payroll, benefits, or compliance programs. Experience managing projects, coordinating vendors, and improving business processes. Experience producing reports, analyzing data, and maintaining confidential information. Preferred Experience Human Resources experience in higher education. Experience working with a Professional Employer Organization (PEO). Experience with leave administration (FMLA, ADA, workers' compensation coordination). Experience supporting audits, compliance reviews, or regulatory reporting. Supervisory or team lead experience. HRIS administration experience. Any combination of education, training, and experience that provides the required knowledge and abilities. Working Environment Activities are performed in an environmentally controlled office setting subject to extensive periods of sitting, keyboarding and manipulating a computer mouse. Required to stand for varying lengths of time and walk moderate distances to perform work. Frequent bending, reaching, lifting, pushing and pulling of up to 25 pounds.
