Founded in 1990, DMC Insurance Administrators, Inc. is a Pleasanton-based Third Party Administrator (TPA) with more than 35 years of expertise in health and welfare trust fund administration for labor unions and employer groups throughout California and the western United States. We serve 400+ employers and over 65,000 plan participants, and we have built our reputation on concierge-class service, deep industry knowledge, and a team that is genuinely committed to doing the work right. We are a close-knit organization. You will know every colleague, every leader, and every process. As Senior HR Manager, you will be the HR department for DMC — responsible for the full employee lifecycle for our Pleasanton team of approximately 25 employees. You will also provide HR oversight and strategic guidance to the HR Manager at our affiliated company, TITAN Insurance Administrators, Inc. in Fremont (approximately 45 employees), ensuring consistent compliance, practices, and culture across both organizations. You will work in a hybrid arrangement primarily from our Pleasanton office, with occasional travel to Fremont office. You will report directly to the CFO and CEO, serving as their trusted HR partner on all people-related matters.
Essential Job Responsibilities:
California Compliance & Employment Law Ensure full compliance with
CFRA, FMLA, PDL, FEHA, WARN
Act, meal and rest period rules, final pay, pay stub requirements, and SB 1162 pay transparency. Advise CFO and CEO on regulatory changes and organizational compliance risk. Conduct documented workplace investigations and administer leaves of absence programs including Workers' Compensation. HR Systems & Technology Serve as primary Paychex Flex administrator — employee records, time and attendance, benefit enrollments, reporting, system configuration, and employee support. Leverage AI-enabled HR tools and automation to improve efficiency across recruiting, onboarding, documentation, and communications. Generate and analyze HR data reports to support management decisions, workforce planning, and compliance tracking. Recruiting & Talent Acquisition Manage full-cycle recruiting — job postings, screening, interviews, background and reference checks, and offer letters — in compliance with SB 1162. Build relationships with staffing agencies and professional networks; develop a consistent candidate experience from application through offer. Onboarding & Offboarding Own the full onboarding experience — offer letters, new hire paperwork, I-9 verification, benefits enrollment, Paychex Flex setup, IT coordination, and new hire orientation. Administer offboarding including separation notices (DE 2320), final pay compliance, and exit documentation; ensure CBA-compliant procedures for union employees. Benefits Administration Manage all employee benefits programs. Serve as the primary employee resource for benefits questions and qualifying life event changes. Ensure ERISA, HIPAA, ACA, and COBRA compliance across all benefit programs. Policy Development & Employee Relations Draft and maintain the employee handbook, HR policies, and standard operating procedures for both companies in alignment with California law and applicable CBAs. Handle employee relations matters with professionalism and confidentiality; support managers in progressive discipline and corrective action for union and non-union employees. Coordinate the grievance process and serve as a management resource during CBA related discussions. Training, Development & Safety Coordinate all mandatory training including California harassment prevention (AB 1825 / SB 1343), workplace safety, and skills development; maintain all compliance training records. Coordinate workplace safety programs, OSHA compliance, and Workers' Compensation reporting and case management. Performance Management & Compensation Administer the annual performance review cycle using Paychex Flex; guide managers on goal-setting and performance documentation. Prepare annual Total Compensation Packages for all employees. Support CFO with annual compensation review — market benchmarking, salary adjustment recommendations, and job classification maintenance. Affiliated Company HR Oversight — TITAN Insurance Administrators, Inc. Provide strategic HR oversight and guidance to the HR Manager at TITAN (Fremont, CA, ~45 employees) on compliance, policy alignment, benefits, and employee relations. Lead cross-company HR initiatives and projects from inception to completion, ensuring timely delivery and consistent results. Ensure consistent HR practices, documentation standards, and compliance posture across DMC and TITAN. Company Events & Culture Plan and coordinate company events, employee recognition programs, and engagement activities throughout the year. What We're Looking For:
Education & Certification Bachelor's degree in Human Resources, Business Administration, or related field required. PHR, SPHR, SHRM-CP, or
SHRM-SCP
certification required. Experience Minimum 10 years of progressive, hands-on HR experience — including at least 3 years as a solo or senior HR professional with full-function ownership. Demonstrated experience managing HR for both union and non-union employee populations, including CBA knowledge and grievance process experience. Deep, current California employment law expertise —
CFRA, FMLA, PDL, FEHA, SB 1162, AB 1825, SB 1343, WARN
Act, and wage and hour regulations. TPA, insurance, benefits administration, or financial services background strongly preferred. Systems & Technology Proficient in Paychex Flex or a comparable HRIS/payroll platform; ability to master Paychex Flex quickly if coming from a similar system. Comfortable with AI-enabled HR tools and digital workflow technology — you actively look for smarter ways to work. Proficient in Microsoft Office Suite (Word, Excel, Outlook, Teams). Skills & Attributes Excellent written and verbal communication skills; ability to draft policies, professional correspondence, investigation reports, and sensitive HR communications with precision. Strong interpersonal skills — trusted by employees at all levels, approachable, and consistently discreet with confidential information. Highly organized and self-directed; able to manage a broad HR function across two companies. Works well under pressure while maintaining cooperative and professional relationships. Valid California driver's license and reliable transportation required.
