REGIONAL HR DIRECTOR
Food & Vegetable Manufacturing | Multi-State Operations Reports To Corporate VP HR Locations CA & OR Sites Direct Reports 3 Site HR Leads Travel Up to 25% The Role - Lead HR strategy and operations across three manufacturing facilities (Riverside CA, Sacramento CA, Clackamas OR). You'll supervise site HR staff, partner with plant leadership, ensure multi-state compliance, and build the talent infrastructure to support scaling operations. What You'll Do Lead & Develop Your HR Team Directly supervise, coach, and develop Site HR Managers/Reps at all three locations Set performance expectations, conduct reviews, identify skill gaps, and create development plans Build a unified, high-performing regional HR team culture Serve as escalation point for complex employee relations, investigations, and compliance matters Drive Multi-State Compliance & Risk Mitigation Ensure compliance with CA (Cal/OSHA, FEHA, CFRA/PDL, PAGA, AB 1228) and OR (BOLI, ORS) employment law Monitor legislative changes and translate to actionable policies and training Manage EEOC charges, DFEH/CRD complaints, workers' comp, and unemployment claims Maintain audit frameworks for wage/hour, I-9, EEO reporting, and OSHA recordkeeping Execute Talent Strategy & Operations Design regional talent acquisition strategies for high-volume hourly and management hiring Oversee onboarding, performance management, and succession planning programs Standardize HR processes, templates, and SOPs across all facilities Partner with plant leadership on workforce planning, org design, and business growth Manage regional HR budget and provide data-driven reporting to corporate leadership What You Bring Required 10+ years progressive HR experience with 3+ years in multi-site/multi-state HR leadership Direct supervisory experience managing HR staff across multiple locations Manufacturing background in food production, agriculture, or regulated production environments Deep CA & OR employment law knowledge — wage/hour, FEHA, Cal/OSHA, PAGA, BOLI Proven success in talent acquisition, performance management, and organizational development Experience managing
EEOC/DFEH
matters and HR compliance programs (OSHA, I-9, EEO-1) Strong financial literacy with HR budget management and executive reporting experience Bachelor's degree in HR, Business, or related field Preferred PHR, SPHR, SHRM-CP, or
SHRM-SCP
certification Bilingual English/Spanish (common in food manufacturing workforce) Experience in rapid growth environments (facility openings, scaling, M&A) Familiarity with HRIS platforms (ADP, Paylocity, UKG) and ATS tools
Compensation & Benefits Base Salary:
$175,000 - $225,000
Annual Bonus:
12-18% target
