The Executive Director of Human Resources position is directly accountable to the Senior Vice President for the following duties and responsibilities and is in a Position of Special Trust. The Executive Director must provide leadership over and administer the College's employee relations, pre-payroll, benefits, wellness programs, recruitment, training and development, and human resources information systems functions. The Executive Director of Human Resources supports workforce planning, organizational development, and policy implementation while fostering a supportive and effective work environment for faculty and staff. The individual filling this position is expected to play a positive leadership role in helping the College effectively manage change. Ensure compliance with all applicable state and federal law, Board policy, and College procedures. Ensure the timely and accurate processing of the monthly pre-payroll and benefits error processing functions, and all reporting to state and federal agencies as required (whether monthly, annually, or on a specific required cadence). Manage the personnel systems of the College, and plan, organize, administer, supervise, coordinate, and implement personnel functions, including employee onboarding, administering, and monitoring employee training, evaluations, recruitment and retention, employee relations, compensation, worker's compensation, unemployment compensation, insurance, retirement programs, fingerprinting, and contract preparation. Maintain confidentiality of personnel data, except as disclosure is required by law, and maintain accuracy, consistency, and professionalism regarding the capability to create, delete, or alter records in any of the College personnel, financial, personnel, payroll, or related computer databases. Lead efforts to attract, hire, and retain talent aligned with the College's values and mission. Maintain a program of positive recruitment for all position vacancies, including advertising and screenings. Ensure College compliance with the Florida Sunshine Law in regard to filling vacancies and ensure that the President has access to all candidates through appropriate procedures. Respond to or support responding to public records requests through College procedures, as appropriate. Ensure that all new employees are informed of the FDLE sexual predator and sexual offender registry website and toll-free telephone number. Review, recommend, and maintain the accuracy of comprehensive policies and procedures for all employees of the College. Maintain employee relations and liaison with department heads on personnel matters. Provide guidance and engagement on conflict resolution, performance management, and disciplinary actions in conjunction with the campus relevant department and General Counsel. Be aware of personnel issues to ensure College policies and personnel management decisions comply with applicable law. Plan, develop, and administer departmental budget to ensure operation within fiscal constraints. Administer the position classification system, maintain wage and salary plan, update and maintain the Employee Handbook and Salary Schedule. Provide leadership in regular assessments and recommendations to the salary schedule. Coordinate College evaluation programs. Oversee the design, implementation, and management of comprehensive benefits packages. Provide leadership in recommending programs to improve benefits for employees at the College. Promote a culture of continuous learning by designing and implementing professional development and leadership training programs. Champion initiatives that support employee well-being, including mental health resources, fitness and wellness programs, and work-life balance initiatives. Coordinate with IT to ensure that all College users have only the necessary access privileges to perform their position's functions; have no unnecessary access privileges based on their position; are restricted from having access privileges beyond those necessary to their position; and are removed from access privileges when the employee leaves the College or changes positions. IT and HR must partner together to ensure timely and effective evaluations of access privileges. As needed, assist in scanning personnel files, ensure accuracy in placing documents in Banner Document Management, and ensure scanned personnel files are promptly sent for proper paper destruction. Ensure proper digital preservation of files and prompt destruction of paper copies where possible to reduce physical storage needs. Fully use technology to increase efficiency, reduce costs, reduce to the maximum extent paper storage requirements, and reduce non-replicable processes. Serve as the Civil Rights Compliance Officer and oversee the College's Title IX Coordinator. As part of the College's risk management tool, complete annual mandatory training. Master's degree in Human Resources, Business Administration, Personnel Administration, or other related field strongly preferred. At least three (3) to five (5) years of progressively responsible management/leadership/supervisory experience within the human resource field, preferably in a public entity and/or a higher education setting. Demonstrated expertise in payroll administration, employee benefits, employee recruitment and hiring, employment lifecycle management, and related areas. Demonstrated experience in effective time management, decision making, critical thinking, creative problem solving, organization, and flexibility. High level of proficiency in use of technology in all aspects of a human resources role. Communicate effectively, orally and in writing.Additional Information:
