Monthly Job Summary NEPA Wholesale is seeking an experienced and highly organized Human Resources Manager to oversee our human resources and payroll functions. This hands-on position will manage the full-cycle recruitment and hiring process, including developing job descriptions, posting positions, sourcing and screening candidates, conducting interviews, coordinating background checks, preparing offer letters, completing E-Verify, and managing onboarding. The HR Manager will also be responsible for employee relations, benefits administration, legal compliance, performance management, full-cycle payroll processing through ADP, employee recordkeeping, and offboarding. The ideal candidate has strong payroll and HR experience and is comfortable supporting hourly and salaried employees across multiple locations. This person must be approachable, detail-oriented, professional, and able to manage confidential employee matters in a fast-paced wholesale and distribution environment. Key Responsibilities Recruitment, Background Checks, and Onboarding Manage the full recruitment process, including job postings, candidate screening, interviews, references, and employment offers. Coordinate pre-employment background checks and review results in accordance with company policy and applicable legal requirements. Manage new-hire onboarding and orientation. Collect and review employment, payroll, tax, benefit, and policy documents. Complete new hire documents including Form I-9 accurately and within required deadlines. Create and manage E-Verify cases, including required follow-up procedures. Maintain confidential I-9, E-Verify, personnel, and background-check records. Payroll and ADP Manage accurate and timely full-cycle payroll for hourly and salaried employees using ADP. Review timecards, regular hours, overtime, paid time off, commissions, bonuses, and other compensation. Process new hires, terminations, wage changes, deductions, garnishments, tax withholdings, and payroll adjustments. Conduct pre- and post-payroll audits and resolve payroll discrepancies. Maintain accurate employee and payroll information in ADP. Respond to employee questions regarding pay, deductions, attendance, and other employment related questions. Coordinate payroll reporting and reconciliation with accounting and company leadership. Support year-end payroll activities, including employee information verification and W-2 preparation. Ensure compliance with applicable payroll, wage-and-hour, tax, and record-retention requirements. Employee Relations and Performance Serve as the primary HR contact for employee questions, concerns, payroll, benefits, policies, and workplace matters. Guide managers through employee coaching, corrective action, performance improvement, conflict resolution, and documentation. Investigate employee complaints and workplace concerns promptly, objectively, and confidentially. Coordinate employee performance reviews and support employee development. Promote employee engagement, retention, accountability, and a respectful workplace culture. Benefits, Leave, and Workers' Compensation Administer employee medical and other company-sponsored benefits. Coordinate benefit enrollment, qualifying life events, open enrollment, and benefit terminations. Administer time off and applicable employee leave programs. Coordinate workers' compensation claims and required documentation. Respond to employee benefit questions and work with benefit providers to resolve issues. Compliance and HR Administration Develop, review, and consistently administer company policies and the employee handbook. Monitor compliance with applicable federal, state, and local employment and payroll laws. Maintain accurate and confidential employee, payroll, benefit, medical, and compliance records. Prepare documentation for audits, unemployment claims, workers' compensation matters, and other employment-related requests. Track HR information such as staffing, attendance, overtime, turnover, open positions, and employee retention. Coordinate employee separations, final payroll information, benefit notices, company-property returns, and exit interviews. Partner with leadership on staffing, compensation, employee development, and workforce planning. Support HR projects and process improvements as needed. Required Qualifications At least five years of progressive human resources experience in an HR Manager, HR Generalist, or similar role. Hands-on experience managing full-cycle payroll for hourly and salaried employees. ADP payroll experience is required. Experience completing Form I-9 documentation and managing E-Verify cases. Experience coordinating pre-employment background checks. Knowledge of payroll practices, wage-and-hour requirements, employee relations, recruiting, benefits, and employment compliance. Strong attention to detail and the ability to process payroll accurately within strict deadlines. Excellent communication, organization, problem-solving, and conflict-resolution skills. Ability to manage sensitive employee and payroll information professionally and confidentially. Ability to work independently and manage multiple priorities in a fast-paced environment. Proficiency with Microsoft Outlook, Word, Teams, and Excel. Experience using payroll, HR, timekeeping, and applicant-tracking systems. Preferred Qualifications Bachelor's degree in human resources, Business Administration, psychology, or related field. HR experience in wholesale, distribution, warehousing, retail, manufacturing, or a similar operational environment. Experience supporting employees across multiple locations. Experience with benefits, workers' compensation, leave administration, and unemployment claims. SHRM-CP, SHRM-SCP, PHR, or SPHR certification preferred.
