Job Description

GENERAL STATEMENT OF DUTIES
Leads the human resources function for the Diocese of Belleville, providing direct, day-to-day HR services to approximately 40 Chancery staff and broader HR support to clergy and lay employees across parishes, schools, and agencies. Oversees HR policy and compliance, talent management, compensation, benefits, and employee relations in alignment with Catholic teachings and federal, state, and canon law. Operates with significant autonomy, developing policies and objectives with minimal direction while navigating a wide diversity of complex situations. Collaborates with diocesan leadership, parish priests, principals, business managers, location coordinators, and external business partners, and legal counsel — contacts initiated independently or sought out for advisory support, frequently involving confidential or sensitive matters that require sound judgment and discretion at all times.
ESSENTIAL FUNCTIONS/MAJOR RESPONSIBILITIES
1. HR Policy, Compliance, and Administration Develops, publishes, and administers HR policies, programs, and procedures aligned with Catholic teachings and state and Federal legal requirements. Maintains standard job descriptions in conjunction with supervisors, ensuring compliance with ADA and other HR regulations, principles, and standards. Creates and maintains the department budget. 2. Talent Management & Employee Relations Directs the recruitment process and ensures training needs are met. Maintains the performance appraisal process (upon request). Handles labor and employee relations issues, assisting supervisors in identifying present and future needs and developing strategies to meet them. Conducts compensation research, assimilates data, creates salary scales, and classifies positions. Oversees payroll in conjunction with the Finance Office. 3. Benefits & Vendor Management Serves as plan administrator and key liaison to insurance brokers, carriers, Third-Party Administrators (TPA), and other vendors. Oversee design and operations of multiple benefit programs for multiple classes, including health, life, 403(b), and worksite marketing programs. Prepares and/or reviews of benefit documentation with legal consultation, including original and amended plan text, benefit agreements, and insurance policies. Prepares and/or reviews requests for proposals, participates in vendor interviews and selection, and recommends new plans and plan design changes to leadership. 4. Communication, Training & Outreach Prepares written communications to eligible participants during annual enrollment and throughout the plan year to maximize understanding of benefits. Prepares, coordinates, and presents benefits to eligible participants. Creates and delivers training topics as needed to diocesan, parish, school, and agency staff. Provides direction, training, and ongoing support to location coordinators through training and other forms of verbal and written communication aligned with Catholic policies and teachings.
WORK ENVIRONMENT
Reports to and collaborate closely with the CFO Regular interaction with the bishop and other senior diocesan leaders Work is performed in an office setting with extensive close computer work required Modifications to the regular work schedule may be necessary to attend occasional evening meetings and/or events at the Chancery or other diocesan locations Willingness to travel, from time to time Office located in Belleville, Illinois near Cathedral of St.

Leadership - Ability to lead and build strong, durable relationships with parishes, schools, agencies, and vendors, employees, and partners Thorough knowledge of HR principles, employment and benefit laws, conflict resolution, and benefits administration Systems & Process Orientation (e.g., discipled HR workflows in Cloud Platforms Strong analytical and decision-making skills with sound judgement Effective written and verbal communication, including presentations Project Management Skills (e.g., developing, monitoring, statusing, project plans) Ability to work independently, balancing multiple priorities with minimal direction Adaptability in managing evolving diocesan needs

EDUCATION AND/OR EXPERIENCE
Bachelor's degree and 4+ years' experience in human resources, SHRM Certification, preferred. Past supervisory experience Practicing Catholic required, with knowledge and understanding of Catholic teachings, practices, and organizational structure
