DEPARTMENT
Human Resources Specialists, Employee Risk Management (Insurance Specialist), Human Resources Recruiter, and Building Receptionists
REPORTS TO
Deputy Superintendent
SUPERVISES
Employees within the Human Resource Department, Insurance Department, and Building Receptionists
POSITION GOAL
Ensure that District personnel policies and employment conditions for staff are in accordance with legal and contractual requirements, enhancing effective operations of the school system and its educational programs. Administration of Employee Risk Management (Insurance) Programs, Flexible Benefits, Cobra, Prescription Drug Plan, and the daily activities of the Human Resources Recruiter.
PERFORMANCE RESPONSIBILITIES
1. Assume general charge of personnel, recommend hiring, placement, separation and allocation of personnel to the Superintendent of Schools and Board of Education. 2. Provide administrative over-site of the evaluation process and timelines for all District staff. 3. Lead capacity building for all Human Resource needs in the District, including teaching, administrative and operational support staff. 4. Implement and administer salary policies and contractual provisions in conformity with negotiated agreements between the Board of Education and the recognized employee groups and with all employees not in the formal bargaining units. 5. Develop procedures for the Human Resource Department and maintain accurate personnel records. 6. Direct the affirmative action employment programs to ensure equal opportunities for minorities in employment and for women and minorities in promotions. 7. Engage in negotiations with employee groups as directed by the Superintendent and the Board of Education. 8. Prepare and administer the Human Resource Department budget. 9. Provide information to district employees regarding retirement policies, procedures and programs. 10. Assist individuals and groups in the resolution of grievances and conflicts. 11. Attend meetings as requested by the Superintendent or Deputy Superintendent 12. Maintain personal development and coordinate with other departmental and school administrators to promote professional growth for all District employees. 13. Supervise the daily activities of the Human Resources Recruiter, who develops and disseminates promotional materials to network and maintain recruitment efforts, promoting the positive employment of the District. The Human Resources Recruiter also establishes on-going linkages with the placement offices of colleges, universities and professional organizations, to recruit and maintain a quality and diverse education workforce. 14. Remain informed on Federal and State regulations, policies and certification requirements to assure compliance.
KNOWLEDGE AND CRITICAL SKILLS
1. Knowledge of Human Resources software; knowledge of Risk Management software and applicable forms; Illinois Teacher and Administrator evaluation systems; State and Federal Labor laws, Collective Bargaining rules and regulations; and computer operations. 2. Strong communication skills 3. Ability to write comprehensive reports and strong analytical abilities
EXPERIENCE
1. Bachelor's degree plus three years of Human Resources-related experience (or equivalent training), preferably at an educational institution or governmental agency. 2. At least three years of supervisory experience and the ability to manage a large Human Resources operation.

$90,000 - $140,000 ENVIRONMENTAL
