Minimum Qualifications Six years of human resources experience; OR Six years of full-time experience in any field plus three years of human resources experience; OR A bachelor's degree plus three years of human resources experience; OR An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus two years of human resources experience.EXPERIENCE SUBSTITUTION
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience. Supervise Human Resources Specialists, Analysts, and administrative staff, ensuring efficient and compliant HR operations at Jetson Center for Youth - East Baton Rouge. Oversee employee administration, payroll, benefits, retirement, and staffing functions, including the preparation and entry of personnel actions such as promotions, reallocations, appointments, and other transactions. Support recruitment and hiring by coordinating job postings, applicant screening, interviews, onboarding, medical exams, and drug screenings, while ensuring accurate and timely communication with candidates and hiring managers. Manage timekeeping and attendance processes, ensuring proper documentation, compliance with agency policy, and accurate application of FLSA and Civil Service rules. Ensure employees receive accurate information regarding health insurance, retirement options, and related benefits, and serve as a liaison with OGB, LASERS, TRSL, and other providers. Oversee the administration of the Diana Screening process, personnel file creation and maintenance, and the secure storage and organization of HR records. Review LaGov HCM reports to audit entries and ensure accuracy and compliance across HR functions. Supervise staff responsible for administering FMLA, Workers' Compensation, and Return-to-Work programs, ensuring adherence to federal regulations and agency policy. Provide guidance on classification and compensation matters, including position allocation recommendations and interpretation of Civil Service pay rules. Perform related duties as assigned to support HR operations and departmental goals.Position-Specific Details:
