Jefferson Parish Human Services Authority (JPHSA) helps individuals and families in Jefferson Parish affected by mental illness, addictive disorders, and developmental disabilities to live full, healthy, independent, and productive lives. The Human Resources Director (HR Director) serves as the principal Human Resources official of JPHSA and is expected to handle all duties in a professional, accurate, and timely manner. The HR Director reports directly to the Executive Director with day-to-day oversight managed by each Division/Department Director regarding personnel matters in their own areas, except for legal and regulatory personnel issues (FMLA, Worker's Compensation, litigation, SCS rule violations), which are handled at the executive level.

A workplace that values both professionalism and compassion Responsibilities Oversees all functions of the JPHSA Human Resources Department and is responsible for any communication with the Louisiana State Civil Service. Ensures compliance with federal, state, and parish regulations regarding human resources and employment, including but not limited to laws enforced by the Equal Employment Opportunity Commission, Fair Labor Standards Act, Americans with Disabilities Act, and the Louisiana Workers' Compensation Act. Completes all required reporting. Ensures compliance with the Louisiana Department of State Civil Service rules and serves as JPHSA's subject matter expert. Advises directors and supervisors concerning civil service rules and JPHSA Human Resources policies and procedures and verifies whenever unclear about the intent of a rule or the definition of a term used in a rule. Oversees and manages recruitment and hiring processes. Ensures all pre-employment documents (e.g. background checks) are completed and seeks appropriate consultation/approval when anomalies occur. Ensures all necessary documentation is completed fully and in a timely manner. Ensures all supervisors receive supervisor training at New Hire, or change of role, and oversees the development of ongoing training on supervisory topics and facilitation of focus discussion groups on identified topics for agency leaders/supervisors. Reviews and audits the accuracy of entries of personnel actions for JPHSA in the Louisiana Government Human Capital Management (LaGov) system. Develops new policies and procedures when the need or requirement arises. Serves as backup to all roles under their supervision (inclusive of payroll functions, orienting new staff to the agency, inputting all personnel action into relevant systems) and functions as a "working director." Qualifications & Skills Eight years of human resources experience, OR six years of full-time experience in any field plus five years of human resources experience, OR a bachelor's degree plus five years of human resources experience.
PREFERRED
designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR). Ability to prioritize multiple tasks and meet frequent deadlines. Superior organizational skills and attention to detail. Computer experience, including troubleshooting and problem solving and proficiency in MS Office applications (Word, Excel) and database management such as LaGov and SAP. Verbal and written communication skills and the ability to analyze extensive data and create written reports with accuracy and brevity. Positive, proactive, and solution-focused. Adaptable communication skills and ability to interact effectively at different levels with different audiences. Ability to navigate complex interpersonal dynamics and resolve conflict constructively while demonstrating high self-awareness and receptivity to feedback.
