EXECUTIVE DIRECTOR OF HUMAN RESOURCES
Position Overview Monroe Public Schools is seeking an experienced and collaborative leader to serve as its Executive Director of Human Resources . Reporting directly to the Superintendent, the Executive Director provides strategic leadership and oversight for all Human Resources functions, including recruitment, staffing, labor relations, employee relations, contract administration, benefits, compliance, and personnel operations. The successful candidate will possess a strong understanding of employment law, collective bargaining, and public school operations while fostering a culture of professionalism, collaboration, and exceptional service. This position is based at the Administration Building and is a 12-month exempt position working under an individual employment contract. Salary Range $135,724 to $138,452

Essential Duties and Responsibilities Provide leadership and direction for all Human Resources functions and personnel operations throughout the district. Advise the Superintendent and administrative team regarding personnel matters, labor relations, employment law, and organizational planning. Oversee recruitment, selection, onboarding, assignment, evaluation, and retention processes for all employees. Lead and support collective bargaining efforts and maintain positive working relationships with employee groups and union leadership. Administer and interpret collective bargaining agreements, employment contracts, district policies, and applicable state and federal laws. Direct employee relations activities, including investigations, conflict resolution, disciplinary matters, grievance processing, and contract administration. Ensure district compliance with all applicable employment laws and regulations, including but not limited to FMLA, ADA, FLSA, Title IX, and state certification requirements. Provide oversight of employee compensation, benefits, workers' compensation, unemployment claims, and leave administration. Collaborate with district leadership to develop staffing plans and organizational strategies that support district goals and student achievement. Supervise and support Human Resources staff while promoting continuous improvement and exceptional customer service. Utilize personnel management systems and technology to maintain accurate records and improve operational efficiency. Coordinate personnel recommendations and prepare reports for the Superintendent and Board of Education. Develop, implement, communicate, and evaluate Human Resources policies, procedures, and best practices. Maintain confidentiality and exercise sound professional judgment in handling sensitive personnel matters. Represent the district in meetings, hearings, negotiations, and other professional activities. Perform other duties as assigned by the Superintendent. Basic Qualifications Master's degree or higher with an emphasis in Human Resources, Labor Relations, Educational Leadership, Personnel Administration, or a related field is preferred. Comparable alternatives, including a Juris Doctor degree, will be considered. A valid Michigan teaching certificate and successful teaching experience are highly preferred. Minimum of five (5) years of senior management experience; Human Resources and Labor Relations experience is preferred. Demonstrated knowledge of collective bargaining, contract administration, labor relations, and grievance processing. Thorough understanding of state and federal employment laws and regulations. Knowledge of compensation, benefits administration, workers' compensation, unemployment, and related personnel functions. Demonstrated ability to effectively anticipate, communicate, and implement strategic initiatives. Experience supervising staff and managing complex organizational responsibilities. Strong technology skills and the ability to learn and utilize personnel management systems. Excellent communication, interpersonal, organizational, and problem-solving skills. Ability to maintain confidentiality and exercise discretion in highly sensitive matters. Ability to establish and maintain positive working relationships with employees, administrators, union representatives, the Board of Education, and the community. Preferred Qualifications Previous Human Resources leadership experience in a K-12 public school setting. Successful experience leading collective bargaining negotiations. Experience with Michigan school law, certification requirements, and public-sector employment practices. SHRM, HRCI, or other Human Resources certifications are desirable. Experience with HRIS systems and personnel management software.
