Job Description

The Town of Spring Lake is seeking a qualified professional to serve as a Human Resources Manager. This position plays a key role in supporting the Town's workforce by managing core HR functions and ensuring effective, compliant, and employee-focused human resources operations. Essential Duties and Responsibilities:
Manage recruitment and hiring processes, including job postings, applicant screening, interviews, and onboarding Administer the full employee lifecycle: onboarding, development, performance management, and offboarding Maintain accurate and confidential personnel records and HR documentation Address employee relations issues, including grievances, complaints, and workplace concerns Conduct investigations and support fair and consistent resolution of personnel matters Support and administer performance management processes, including evaluations and improvement plans Administer employee benefits programs, including enrollments, changes, and employee assistance Coordinate with vendors and carriers to ensure accurate benefits administration Oversee workers' compensation program, including claim processing, tracking, and reporting Interpret and apply personnel policies, procedures, and employment laws Support time and labor processes and generate related reports Prepare and submit personnel reports, surveys, and required documentation Provide HR guidance and support to leadership and staff across departments Ensure compliance with local, state, and federal regulations
Minimum Qualifications:
Bachelor's degree in human resources, Business Administration, or related field, or equivalent combination of education and experience Experience working in a human resources environment Strong knowledge of HR practices, principles, and employment laws Ability to interpret and apply policies and procedures effectively Experience with HRIS systems and personnel record management Strong written and verbal communication skills Ability to exercise sound judgment, discretion, and maintain confidentiality Ability to build effective working relationships with employees, leadership, and the public Valid North Carolina Driver's License required
