Houses of Hope is seeking an experienced, organized, and mission-driven Human Resources and Payroll Manager to oversee and administer the organization's human resources, payroll, employee benefits, and personnel compliance functions. This position serves as a trusted resource to employees, supervisors, and organizational leadership while supporting the full employee lifecycle from recruitment and onboarding through performance management and separation. The Human Resources and Payroll Manager plays an important role in ensuring accurate payroll and benefits administration, consistent employment practices, regulatory compliance, and effective employee relations. This position also serves as the agency's Corporate Compliance Officer and Safety Committee Coordinator and works closely with the Executive Director and organizational leadership to promote employee engagement, retention, workplace safety, and a positive organizational culture. Duties and Responsibilities Coordinate recruitment, selection, pre-employment screening, onboarding, orientation, and employee separation activities Process payroll and maintain accurate payroll records, including adjustments, deductions, garnishments, reconciliations, wage verifications, W-2 preparation, and year-end reporting Administer employee benefits, including enrollments, qualifying life event changes, COBRA, terminations, and employee benefit questions Serve as a resource to employees and supervisors regarding payroll, benefits, leave, personnel policies, employee relations, and other human resources matters Support supervisors with employee relations, conflict resolution, coaching, performance management, corrective and disciplinary action, performance improvement, and employee evaluations Develop, review, implement, and revise personnel policies, procedures, and the Employee Handbook Maintain accurate and confidential personnel records, HR documentation, HRIS information, and payroll system data Review compensation and benefits with organizational leadership and provide recommendations based on market trends, internal equity, organizational needs, and budget considerations Ensure human resources practices comply with applicable federal, state, and local employment laws, regulations, confidentiality requirements, and organizational policies Prepare HR, payroll, and compliance reports and assist with audits, accreditation activities, and regulatory reviews Serve as the agency's Corporate Compliance Officer by coordinating compliance activities, monitoring applicable regulatory requirements, maintaining documentation, and reporting compliance matters to organizational leadership Coordinate Safety Committee activities and promote workplace safety Promote employee engagement, recognition, retention, and a welcoming, inclusive, trauma-informed workplace culture. Qualifications Bachelor's degree in human resource management, business administration, or a related field Experience in human resources, employee benefit administration, and payroll processing Knowledge of federal, state, and local employment laws and regulations applicable to employment practices Ability to exercise professionalism, integrity, sound judgment, discretion, and confidentiality when handling sensitive employee and organizational matters Strong interpersonal skills with the ability to establish rapport and maintain effective working relationships with employees, supervisors, leadership, and external partners Excellent written and verbal communication skills Strong organizational skills and ability to manage multiple priorities and time-sensitive payroll and regulatory deadlines Proficiency with standard office technology, including word processing, spreadsheets, email, electronic records, HRIS, payroll systems, and other business software Compensation and Benefits The Human Resources and Payroll Manager is a full-time exempt administrative position reporting to the Executive Director. Salary will be commensurate with education and experience.
